Zanzibar, Tanzania — Members of the Zanzibar House of Representatives don express serious wahala about the government payroll system wey dey lead to underpayment of public servants. Dem dey call for urgent reforms to fix di problem and restore morale for di public sector.
During di 19th session of di House for yesterday, Ziwani Representative Suleiman Makame Ali talk say di Integrated Human Resource and Payroll Information System (IHPRIS), wey dem officially roll out for February 2025, don get plenty technical errors wey don make some civil servants dey collect only small fraction of their salaries for more than three months.
“Some employees dey receive just a quarter of wetin dem suppose get because of di system errors,” Mr. Ali talk. “Di system suppose streamline operations and clear ghost workers, but e don destabilise di lives of real public servants,” he add.
Wawi Representative Bakari Hamad Bakari also raise concern say dem dey experience delay in di flow of information between government institutions, wey dey slow down attempts to fix di salary discrepancies. Mwanakwerekwe Representative Ameir Abdalla Ameir ask di government to assess its human resource management systems and evaluate wetin no dey work well.
As di issues dey unfold, di Minister of State in di President’s Office (Constitution, Legal Affairs, Public Service and Good Governance), Haroun Ali Suleiman, don admit say di system dey face challenges. E note say di implementation still dey in early stages.
“Any new system go always get initial setbacks. Di government dey actively tackle di issues, and we dey confident say di situation go stabilise soon,” e talk.
Minister Suleiman urge affected employees to report their cases to di human resources departments, as some don already get their salary scales corrected. “Some people also don receive inflated salaries. We dey urge dem to come forward and declare di overpayments. Dat one go be di responsible thing to do,” e add.
Di government dey continue to audit payroll records to identify ghost workers and promise say dem go release full report once di exercise don finish.
