The planning retreat held from September 16 to 18, 2021 was in collaboration with the Permanent Interstate Committee for Drought Control in the Sahel (CILSS); West African Association for the Cross-Border Trade of Afro-Forest-Pastoral and Fisheries Products and Food (WACTAF) and African Union Development Agency – New Partnership for Africa’s Development (AUDA NEPAD)

The overall objective of the planning retreat is to build, among the partners, a better understanding of their collaboration; think about the best way to draw and allocate resources; formulate a well-integrated work plan; and develop a sustainable program of interaction between ECO-ICBT and TLS in the informal cross-border trade data collection space.

The planning retreat provided the platform required to review the content of the program; roadmap and budget. He envisioned a fusion of indicators that will serve both the eco-icbt data collection goals and the indicators needed to measure the effectiveness of our borders in the region in line with the TLS goal.

In her address, Ms. Kisa Nkhoma reiterated the objective and commitment of AUDA NEPAD in favor of trade development and border efficiency. She expressed optimism for a win-win relationship between ECO-ICBT and the MoveAfrica / TLS program through collaboration. Ms. Nkhoma added that the success of the collaboration with ECOWAS has been instrumental in the development of TLS Category 5 which will assess informal cross-border trade processes at border posts. She concluded by saying that this collaboration will allow small-scale cross-border operators in the region to reap the benefits of the AfCFTA.

Making his remarks on behalf of Mr. Tei KONZI, Commissioner of Trade, Customs and Free Movement of ECOWAS, Dr. Seydu SACKO, Program Officer – Informal Trade and Competition, underlined the expected results of the planning retreat. to emphasize the need for a collaborative program with a roadmap. He encouraged the participants to work diligently to ensure this is accomplished.

The workshop adopted an initial 3-year program and a roadmap from 2022 to 2024. The main activities of the roadmap include capacity building of over 150 investigators and the expansion of data collection activities. to approximately 115 identified corridors across the region, including Chad and Mauritania.

The workshop brought together Experts from the Directorate of Trade of the ECOWAS Commission and representatives of AUDA-NEPAD; CILSS; WACTAF; UEMOA Commission and an expert from the Ghana National Bureau of Statistics. Program Officer – Informal Trade and Competition, Dr. Seydou SACKO welcomed the participants on behalf of Mr. Tei KONZI, Commissioner of Trade, Customs and Free Movement of ECOWAS.
