The Department for Work and Pensions (DWP) is to deliver changes set out in the Budget to help millions of people, including over-50s, parents, disabled people, and those with long-term health conditions, find work, acquire new skills and progress into better-paid jobs. This article highlights some of the key measures involved in the initiative.
Parents on Universal Credit who want to move into full-time work will no longer be discouraged by high childcare costs. The Government will raise the Universal Credit childcare cost cap in the summer, enabling it to pay a larger proportion of parents’ childcare costs, rising from £646.35 to £951 for one child and from £1,108.04 to £1,630 for two children. The cap will increase in line with the CPI each year until 2027/28. Parents will also benefit from upfront payments of childcare costs, avoiding any gap in funds which would currently be claimed in arrears.
The Health and Disability White Paper contained within the Budget contains plans that will make it easier for disabled people to enter or return to work. The Work Capability Assessment will be removed to improve confidence in the benefits system and enable people with disabilities to move into work. A new Universal Support programme will be available for eligible disabled people/people with health conditions seeking sustained work. They will be able to opt in and receive up to 12 months of provision at a cost of £4,000 per person. The programme will supply wraparound support to help people sustain employment for the longer-term. Pioneer areas are already mobilising services to provide more significant support to thousands more people.
A new digital Mid-life MOT check will help older workers understand the impact of their career choices on their future prospects. Mid-life workers will also receive skill training through the SWAP, Train and Progress, and Returnerships programmes, which will give them better access to training and increased skills. The Mid-life MOT check is expected to benefit up to 40,000 individuals every year.
People on Universal Credit - and their partners - who are not working will receive more jobcentre support to help them find work. Around 80,000 individuals who have a partner who claims Universal Credit will receive full jobcentre support for the first time and will have their own work coach who provides tailored support to help them find work more quickly. Anyone employed for less than half of a full-time week can expect full jobcentre support, as the Administrative Earnings Threshold will rise to around 18 hours per week from 15. More young people aged 16 to 24 on Universal Credit can see a work coach at a Youth Hub or receive advice from Youth Employability Coaches to benefit their job prospects.

In his Spring Budget 2023 speech delivered to the Parliament, Chancellor Jeremy Hunt highlighted the progress made by the British economy in the face of enormous challenges. Hunt reports that since the autumn, the UK economy has increasingly proved the sceptics wrong. The government made difficult decisions to deliver stability and sound money, which resulted in falling debt servicing costs, lower mortgage rates, and inflation rate peaking. The IMF reports that its approach to the economy puts the UK back on the right track. The budget forecasts for 2023 indicate that the UK will not enter a technical recession as changing international factors and measures implemented by the government are in line with the Prime Minister’s priorities, including promoting healthy economic growth, reduced debt, and halved inflation. The Chancellor reassured the public that the government remains vigilant, regardless of the forecasts, and will not hesitate to take any necessary steps for economic stability. Chancellor Hunt presented a budget focused on supporting the people with cost of living measures, including protection of struggling families with the Energy Price Guarantee, one off support and uprating benefits with inflation, and other measures worth £94 billion. From this budget, the government aims to deliver long-term, healthy, sustainable growth that guarantees the prosperity of the British economy, provides jobs to young people, and ensures the elderly have access to financial security. Halving inflation is central to the Prime Minister's five priorities for the UK, and in support of this, the Chancellor announced measures that allow for additional support to families struggling with high energy prices. Over four million households on prepayment meters will now pay in line with comparable direct debit charges, and a £63 million fund will be allocated to keep public leisure centers and pools open. The voluntary sector receives £100 million to support thousands of charities and organizations helping people struggling in tough times. Reducing debt is the Prime Minister’s second priority, and the government plans are on track as underlying debt is forecasted to fall as a percentage of GDP. Passenger coach services are now available in all of China’s eligible townships and administrative villages as of August this year, the Ministry of Transport (MOT) said on Tuesday.
“By the end of 2019, China’s rural areas had 4.2 million km of highways, with all eligible townships and administrative villages having access to tarmac and cement roads,’’ Vice Minister of Transport Dai Dongchang has said.
According to Dai, this is part of the government efforts to alleviate poverty through transportation infrastructure construction.
“A total of 96,000 km of tarmac and cement roads were built to connect poor villages with relatively large populations during the 2016 to 2019 period.
“Also 16,900 km of expressways were built or improved in poor regions,’’ MOT data showed.
Efforts have also been made to enhance the rural logistics network, paving the way for urban industrial products to reach rural areas while promoting the sale of farm produce in urban markets.
The State Post Bureau revealed earlier this month that every township across the country has established post offices and 97 per cent of them have express delivery service outlets.

Commercial tricycle operators in Yenagoa on Tuesday staged a protest against alleged killing of their colleague by members of a task force set up by the state ministry of transport.
The deceased, simply identified as Mike, was said to have been arrested on Monday by the task force over an allegation that he did not have a unified sticker.
He was said to have been taken to the Bayelsa Transport Company premises in Swali area of Yenagoa where he reportedly died in the hands of the task force members.
One of protesters, Mr John Duke, said at the entrance of the state secretariat complex on Mbiama-Yenagoa Road, where the protesters gathered, that the riders were being oppressed by the task force and policemen.
He said, “We are protesting because the oppression is too much; discrimination against Keke riders is too much.
“We are angry today because the task force killed our colleague.
“They killed him yesterday at Swali. We want the government to look into it. The government should restrain the task force and policemen.”
The operator also claimed that they paid exhorbitant levies to the state government.
“We buy a sticker for N7,000 per year, we pay N200 for a daily ticket and ministry of transport collects N1,700 per year,” he said.
Checks by News Agency of Nigeria indicate that there are over 15,000 tricycle operators registered with the ministry of transport.
Meanwhile, the Bayelsa Police Command said it arrested two members of the task force over alleged involvement in the death of the tricycle operator.
The command made the disclosure in a statement signed by its Public Relations Officer, SP Asinim Butswat.
“Preliminary findings reveal that the suspects, while on official duty, for revenue collection, on Sept. 14, 2020, impounded a tricycle with MOT NO. 0617, on Imiringi Eoad, Yenagoa, for failure to obtain a unified sticker.
“Consequently, the tricyclist went to the task force’s office at Swali, Yenagoa, and thereafter started spitting out some substances, slumped and became unconscious.
“The victim was rushed to a hospital for treatment where he eventually died,” the command said.
It added that the state Commissioner of Police, Mr Mike Okoli, had addressed the protesters and assured them of a thorough investigation into the circumstances that led to the death of their colleague.

Enugu State Government on Wednesday commissioned and handed over two vehicles and five Motorcycle to Enugu State Ministry of Transport (MOT), to ensure efficient enforcement of traffic rules in the state.
The Deputy Governor of the state, Mrs Cecelia Ezeilo, commissioned and handed over the working tools to MOT and urged the officials to be more efficient in service.
The News Agency of Nigeria , reports that the working tools included a Mack tow van, five VIO motorcycles and a pickup tow van.
Ezeilo expressed satisfaction with MOT’s effort in maintaining traffic and order in the state.
She brought to the notice of the ministery that the government wanted them to ensure all traffic rules and order were strictly obeyed by men in the capital territory.
”On behalf of the governor, Chief Ifeanyi Ugwuanyi, I therefore commission and hand over these working tools to you,” Ezeilo said.
In his speech, the Commissioner for Transport in the he state, Mr Mathias Ekweremadu, said that the ministry applied for the working tools some months ago.
”We applied to the state government for these tools few months ago to enable the ministry of transport to excel in our duty.
”The Ministry of Transport has campaigned against driving while drunk, carrying kids in front of the car, ‘over’ speeding, traffic violation and others,” he said.
He said that the motorcycles would help his men to arrest those who were taking laws into thier hands.
Mr Ogbonna Idike, the permanent secretary in the ministry, also appreciated the state government for approving the purchase of the working tools and promised their judicious use in serving the people of the state.
