The National Information Technology Development Agency (NITDA) has provided for downtime, warranty and after-sales support in its Service Level Agreements (SLA) for the authorization of IT projects for Ministries, Departments and Agencies ( MDA) from the government.
Mr. Kashifu Inuwa, Director General of NITDA, speaking at a two-day Consumer Protection Forum in Abuja on Tuesday, said that the authorization of IT projects proved to be a big cost cut for the Federal Government.
The forum was also to review guidelines for the introduction of service level agreements (SLAs) in government IT contracts.
The forum is a platform through which NITDA seeks to bring together consumers and providers of IT products and services to address areas of challenges, creating awareness of IT products and services for better service delivery.
Representing Olawunmi, the Director of Framework and Standard Guidelines, Inuwa stated that the agency was beginning to take a new approach to solving specific problems affecting the sector.
“Today, we are addressing a critical issue that arose from our previous consumer protection forum and subsequent complaints within the industry.
“As a result of that, NITDA has developed guidance for the introduction of Service Level Agreements (SLAs) in Government Information Technology Contracts.
“We have previously identified that the lack of warranty and after-sales service agreements on our IT product and service purchases have cost us dearly.
"We agreed that IT contracts in MDAs should have an SLA from now on to make provisions for downtime, warranty and after-sales support," he said.
Inuwa further said that the agency would continue to develop the culture of using and adhering to SLAs when implementing government IT contracts.
The CEO added that IT project approval had proven to be a great cost reducer for the Federal Government and further encouraged MDAs to continue adopting it along with the use of SLAs.
Inuwa said that NITDA, under its mandate to regulate the IT sector in Nigeria and in support of its development regulation pillar, always sought to ensure the efficient and effective delivery of IT products and services.
Inuwa said: “This is due more to the significant role that IT has played in this economy in recent years and the more critical need for the digital economy to provide much-needed support from the prevailing global economic downturn.
“It is in these times that we need to ensure that there is a viable enabling environment for the digital economy to thrive.
"This is not just about emerging technologies, but about ensuring industry players thrive in a mutually cohesive environment."
The Director General recalled that at the recent Digital Conference in Nigeria, there were recommendations to break down the barriers that stifle innovation in the Digital Economy.
According to him, the Consumer Protection Forum is a platform to identify such barriers.

Mrs Hadiza Umar, Head, Corporate Affairs and External Relations of the National Information Technology Development Agency (NITDA) said this in a statement on Friday in Abuja.
The Chief Executive Officer of Shap-Shap, Mr Khalil Halilu, who was among the two Nigerian Start-ups to enter the final stage of the competition was presented with a cash prize of $8,000.
Prof. Isa Pantami, Minister of Communications and Digital Economy, was elated by the success story, while describing the victory as a win for all Nigerians and a clarion call for investors to invest in Nigerian Start-ups.
“It shows that we are doing well, don’t forget that we have around seven unicorns in Africa, and five out of them originated from Nigeria.
“If you look at the competition up to semi-finals, we had nine start-ups and at the finals, we had two start-ups and now we have one winner.
“It is a clear indication that we are doing well, out of 90 countries and over 800 entries, the future is certainly bright for Nigeria when it comes to digital innovation and entrepreneurship,” Pantami said.
The Director-General of NITDA, Mr Kashifu Inuwa, while appraising the competition, said the solution Shap-Shap presented was going to impact not only Nigeria, but the global market.
“This shows that we have people with innovative ideas that can change the world positively.
“This is how others started like Uber and other logistics applications.
“In Nigeria, most of the strength we have today is in Fintech but other categories like e-Health, eduTech and Mobility, Logistics and Smart Cities are areas we need Start-ups that can solve problems for our local consumption and the world in general”, Inuwa said.
Inuwa further said that the different success stories achieved by the Nigerian team underscored the fact that the country’s participation in GITEX was indeed lucrative.

Mr Kashifu Inuwa,Director-General of the National Information Technology Development Agency (NITDA), has urged the global tech community to adopt measures that will ensure that Artificial Intelligence(AI) systems are built according to policies, regulations and laws.
This is contained in a statement issued on Friday by Mrs Hadiza Umar,Head Corporate Affairs and External Relations of NITDA in Abuja.
Inuwa made the call while participating in a plenary session at the Global Artificial Intelligence (AI) Summit in Riyadh, Saudi Arabia,
The theme of the plenary was “Catalysing AI Communities and Solutions: Sharing Cases Across the EU, Latin America, Asia, and Africa.
”
Inuwa said that AI had become embedded in people’s lives and activities to almost an insignificant level.
The D-G said that getting people in the community to be part of building AI systems was very important.
This, he said, was because if few tech savvy people developed AI systems, they would build the systems to be complicated for commoners.
“Governments need to make sure that there are Ethics, Codes, and Standard for anybody designing any system that will make decisions on behalf of the government or that will make decisions that the community must follow.
“The way it is today, we obey most of the rules of these technologies than the rules of our country.
“We need to stop looking at technology from either consumer’s perspective in terms of where he buys and costs or a capitalist’s in terms of how to exploit or build products around it.
“We need to start looking at it from the citizen’s eyes, how it changes the way we live together, and how it can be used for the public good.
“This can only be achieved through policies, regulations, and laws, which we believe has to be co-created,” he said.
According to him, “we are saying that the government should co-create it with the ecosystem because the technology is new and evolving.
”
Inuwa further said that to make the digital space safer for everyone, including children, Nigeria came up with a Code of Practice for Interactive Computer Service Intermediaries.
He said the government was trying to ensure that what is illegal offline is illegal online, adding that the action plan was to move Nigeria’s legal laws to the digital space.
The D-G also highlighted the need to ensure that unaccountable power doesn’t reside and be exercised by anyone.
He decried that in some cases, big tech companies appeared to be more powerful than some sovereign nations due to the data and information in their possession.
Inuwa urged that government should be firm in regulating big tech companies, platforms and as well ensuring they were accountable which would further enhance competition and encourage local start-ups.
The NITDA boss also said that the government should be looking at technology beyond just a tool but as something that can be used for government transformation.
“We are not saying the government should have total control over the technology that can lead to authoritarian regime or dictators with full power to do whatever they want, rather, we should use it to protect our democracy.

According to the DG,” you can also develop games, play them and make money out of them.
”
He said that with a global population of about 7.7 billion, only a little percentage could code, whereas there were over 14 billion devices, computers, hence positioning computers at the centre of human lives.
Inuwa encouraged the kids to practise more because, “making use of the computer has become a liberal act.
”
Mr Yau Garba,National Director of NCAIR,said the bootcamp held in Abuja, Lagos and Kano with 859 kids that participated in the programme.
Garba commended the children for their resilience towards the passion to learn coding and their parents for commitment to availing their wards.

The Chairman, Independent Corrupt Practices and Other Related Offences Commission (ICPC), Prof. Bolaji Owasanoye, says the use of technology is crucial to the success of the fight against corruption and Illicit Financial Flows (IFFs).
Owasanoye stated this in Abuja on Friday at the presentation of demo hacking solutions by seven innovators at the Commission’s Headquarters.
The Illicit Financial Flows Hackathon is an initiative of the ICPC and the National Information Technology Development Agency (NITDA) with support of the Ford Foundation, West Africa.
The demo hacking solutions are aimed at curbing corruption and IFFs in government budget and procurement processes in Nigeria.
He said, “Technology is crucial to eliciting, analysing and preserving evidence for prosecution.
“Public Sector corruption in revenue and expenses sides of government remains a present threat.
“Government is agonising over serious shortfalls in revenue projections and the consequences of resorting to borrowing to meet gaps.
“Recently ICPC profiled some Federal MDAs in one state who had been diverting FG’s share of IGR.
“It recovered over N100m from less than 20 MDAs that will be regarded non important on revenue generation.
”
ICPC Chairman, Prof Bolaji Owasanoye with the second runner up
The chairman said the commission had in the past three years invested in technology to enhance its forensic capability.
He added that they have trained ICPC staff in digital documents analysis, handwriting analysis, polygraphic technology, and sundry skills.
“In the past 15 years, the government has generally invested in technology to fight corruption, especially by prevention,” he added.
He particularly said deployment of technology through the Integrated Payroll and Personnel Information System, Government Integrated Financial Management System and Treasury Single Account has contributed in no small way to reducing corruption.
Other areas are the Open Treasury Portal, establishment of Nigerian Financial Intelligence Unit and the private sector initiated Bank Verification Number.
Owasanoye called for more collaboration by law enforcement agencies in the deployment of technology to reduce opportunities for money laundering.
“Appropriate technology deployment will give law enforcement agencies, administrators and regulators of the process adequate leverage to know what school feeding funds were being used for.
“Technology penetration in Nigeria today makes this very possible.
“Such platforms will help nip anomalies in the bud and save the government huge sums of money as well as prevent abuse, corruption and money laundering,” he added.
He assured that the anti-corruption agency, NITDA and Ford Foundation would further work on the demo hacking solutions presented by the young innovators.
“We all listened to the solutions provided by these young innovators.
The demo hacking solutions will be interrogated further, fine-tuned and a demo will be developed and followed by a test run.
“We are happy all their ideas are homegrown and I can tell there is hope for Nigeria inspite of everything.
I want to congratulate all those that won, he said.
Minister of Education, Mallam Adamu Adamu, advocated clear policies by government in the fight against corruption.
The minister, who was represented by a Deputy Director, Mr Kashim Ibrahim, said recovered funds from the proceeds of corruption should be used by the government to address critical needs.
In his remarks, the Director General of NITDA, Mr Kashifu Inuwa, said the innovative ideas would assist in the realisation of the objectives of the digital transformation agenda of the government.
The Regional Director, Ford Foundation, West Africa, Dr Chichi Aniagolu said they were excited about the Hackathon idea because of its importance to the fight against corruption in the country.
She commended the ICPC for initiating the project, saying it would boost the fight against corruption.
The highlight of the programme was the presentation of the three demo hacking solutions as a digital answer to corruption in government school feeding programme.
The young innovators had been tasked to come up with clearly defined ideas and prototype solutions to checkmate IFFs with emphasis on leveraging emerging technologies.
The winners, E-procure; Expose Solution; and IFFMER received
N1.5 million, N1 million and N500,000 cash prize, respectively.
Mr Israel Tijani of E-procure in an interview with the News Agency of Nigeria explained that the platform was built on block chain technology to decentralise procurement processes in MDAs.
“We all know that IFFs happened during the procurement stages of government executing contract.
“But with E-procure platform, that is about to change because government will be able to involve every stakeholder from procurement to contracting.
“This, I believe will narrow down the processes in procurement engagement with contractors, ” he said.
He expressed gratitude to ICPC and NITDA for reaching out to homegrown innovators to proffer solution to challenges facing the School Feeding Programme.
“I am impressed that ICPC and NITDA are looking into homegrown innovators like me instead of taking this to advanced countries to source for innovators.
“We have enough potentials in the country that can leverage on the emerging technologies to bring about the Nigeria of our dreams, ” he added.

The National Information Technology Development Agency, (NITDA), says it will continue to give small businesses (start-up) in the Lagos ecosystem the needed support to boost the nation’s economy.
A statement by the agency’s Director, Public Affairs, Hajia Hadizar Uma, on Thursday in Lagos quoted Mr Kashifu Inuwa, the agency’s Director-General as given the pledge at a meeting with stakeholders in the ecosystem.
The meeting included officials from Microsoft, MasterCard, Norebase, among others.
Inuwa noted that this was important in view of the fact that Lagos State had maintain itself as a viable community with the strongest unicorn of innovation in the nation.
He said that the meeting was one of the ways to engender trust between the government and the ecosystem.
“We cannot succeed in isolation; we need each other to succeed.
Innovation is not distributed evenly across the world.
Innovation and digital economy is about humans.
“A company is as good as its next product and its products are as good as the person or people who make them.
This underscores the relevance of talents.
“If you do not have the requisite skills and talents, then it is no deal,” he said.
He shared his thoughts on different issues bordering on investments, partnerships, commercialisation of innovations, enabling policies and acquisition of relevant skills as well as trainings.
He said that the ICT sector was dynamic and everyone must move with its pace so as not to play catch ups or get left far behind.
According to him, we must disrupt the way we do things and bring to bear professionalism and innovations that will solve indigenous problems and have global impact.
Inuwa said NITDA, under the supervision of the Federal Ministry of Communications and Digital Economy, would address most of the issues deliberated during the meeting.
He said that on the Start-up Bill, most of the concerns raised would soon be rested, given the recent passage of the Bill for assent by the National Assembly.
Inuwa said that the meeting was part of NITDA’s stride towards making Nigeria a talent hub for Africa and possibly the digital world.
