Ogun Govt. Seeks Support of LGs in Improving IGR

The Ogun State government has called for the cooperation and support of the third tier of government in a bid to shore up the Internally Generated Revenue (IGR) of the State towards achieving its revenue target for the year. This is just as the State government reiterated that it would not undermine the autonomy of the local government administration. The Commissioner for Finance and Chief Economic Adviser to the Governor, Mr. Dapo Okubadejo, made the call at a meeting with the Chairman and Representatives of the 20 Local Government councils, held in Abeokuta, the state capital.Okubadejo, in a statement signed by Press Officer, Ministry of Finance, Mr. Kunle Sokunbi, noted that the monthly allocation from the Federal Government to local governments in the State was grossly insufficient to meet its financial obligations, disclosed that the Governor, Dapo Abiodun-led administration has always augmented the allocation every month, for even spread of dividends of democracy to all the nooks and crannies of the state."You cannot achieve world-class governance without recognizing the powers and financial autonomy of the local government as enshrined in our constitution. That is why we introduced the monthly Joint Account Allocation Committee meeting to discuss the financial status and relationship between the State and Local Government. This emphasizes the transparency and accountability of this administration."It is also to show to all our Local Government stakeholders that the money that is coming from the Federal Government in their favour is not spent by the State government at all", Okubadejo saidWhile underscoring the importance of Public-Private Partnership to the overall development of the State, Okubadejo admonished the Local Government administrators to desist from collecting unwholesome revenues from investors operating in their local government areas. He explained that such practice promotes unhealthy investor relations and in some cases results to double taxation which affects the State’s Ease of Doing Business index ranking.According to him, revenue items such as tenement rates and others have been harmonized and taken care of by the Land Use and Amenities Charge (LUAC).Also speaking at the meeting, the Commissioner for Local Government and Chieftaincy Affairs, Hon. Afolabi Afuape, lauded the State government for the meeting, saying such an interface would further engender a symbiotic relationship between the two arms of government.

Osinbajo extols Gov Sule’s vision at industrialising Nasarawa

Vice-President Yemi Osinbajo on Wednesday in Lafia commended Gov. Abdullahi Sule of Nasarawa’s vision, political will and strides at industrialising the state.

Osinbajo gave the commendation at the Nasarawa State Investment Summit where he said Gov. Sule cast the vision in the early life of his administration to rearrange the state for rapid industrialisation.

He particularly commended Gov. Sule for entrenching several of reforms like the Public Procurement Act, Central Billing System and Ease of Doing Business scheme,

He noted that these birthed the establishment of the Nasarawa State Investment Development Agency (NASIDA).

Osinbajo described NASIDA as a one-stop shop for the registration, promotion and facilitation of investments in the state.

He also commended the governor’s sheer determination to boost Internally Generated Revenue (IGR) by 66 per cent, which raised the state’s IGR to N12.4 billion in 2020 and N20.3 billion in 2021.

“When you consider the state that started with N1 million in IGR in 1999, you know that this is massive,’’ he said.

The vice-president advised Nasarawa to collaborate with the Federal Government for the enforcement of regulations on solid minerals development to curtail illegal mining so as to benefit tremendously.

He also tasked Nasarawa to take advantage of its vast arable land to invest more in agriculture, especially in sesame seeds, rice and soya beans to become a leading producer of the crops.

Earlier, Gov. Sule said the summit aimed at positioning Nasarawa as an investment destination by 2023 in terms of accelerated growth, increased economic opportunities, social inclusion and improved quality of life.

He said the summit also aimed at promoting investment opportunities and fostering synergy as well as partnerships between government institutions and private sector actors, who are critical players in the socio-economic development of the society.

He noted that the theme of the summit: “Diamond in the Rough: The Making of a New Investment Frontier’’ was deliberately coined in line with the vision and philosophy of his administration.

In a keynote address, Ghana’s former President John Mahama, said while the private sector drove economies, it was government’s responsibility to install needed infrastructure.

Tinubu group: APC delegates will determine fate of Buhari’s legacies

The Nigeria Diaspora for Asiwaju (NDA), says sustaining  legacies of the President Muhammadu Buhari-led APC administration lies with delegates to the party’s presidential primaries.

Mr Ayobami Oyalowo, NDA National Spokesperson, said this in an open letter to delegates to the party’s presidential primary election slated from  May 30 to June 1.

He said the party’s members and delegates to its forthcoming presidential primaries  had the responsibility to ensure the legacies of the Buhari administration were sustained and improvements made where necessary.

“The APC will embark on its presidential primary election in a matter of weeks to elect a candidate that is worthy and versatile enough to emerge victorious come 2023 and to consolidate on the party’s achievements.

“The decision the delegates make during the primary elections can make or mar the future of Nigeria and the future of our yet unborn generations.

“The future, therefore, lies on your shoulders as delegates to our party’s coming presidential primaries,” he said.

Oyalowo explained that the decision of over 7,800 delegates being expected at the party’s presidential primary would ensure continuity of the APC, particularly at the federal level.

He said their decision could also truncate the current developmental strides of the Buhari-led administration.

He, therefore, charged the delegates to see themselves as nationalists who wanted the best for their fatherland.

“We appeal to you as delegates in all good conscience to decide and define the future for Nigerians by voting to ensure that Asiwaju Bola Tinubu emerged as APC presidential candidate for the 2023 presidential election.

“It is either we decide a future of economic prosperity, financial re-engineering, human capital development and social inclusivity in an Asiwaju presidency or we define a future of constant blame ringing with tales of woe,” he said.

The NDA national spokesperson charged the delegates not to negate the opportunity to ensure the country’s future development.

He added that apart from his obvious and demonstrated competence and skills, Tinubu had consistently exhibited  how successful a man could be, in handling public and private offices.

He recalled that in the private sector, Tinubu was celebrated as a turnaround maverick at Mobil.

“As a two-term former governor of Lagos State, he turned the state from a bankrupt one in 1999 to one with the highest Internally Generated Revenue (IGR) in 2007.

“Tinubu is a wealth creator, a go-getter, a political strategist, a role model and a brain box.”

He added that Tinubu’s residence in Bourdillon, Ikoyi, Lagos, had become a Mecca of sorts as party faithful and supporters continuously visited to tap from the depth of his seemingly unfettered wisdom.

“Asiwaju Bola Tinubu has consistently shown that he is a man with the Midas touch and a big global vision who believes in human capital and resource development to achieve his set goals and objectives.

“His vision is not fettered by ethnic bias or mediocrity; he is always promoting people on merit, irrespective of their ethnic or religious lineage.

“Asiwaju demonstrated this visionary knack when, as the first governor in Nigeria, he brought into his cabinet people from various ethnic backgrounds to help manage a cosmopolitan city like Lagos with him.

“Your vote should go for a man who you can truly beat your chest for, and say you were part of a historical all-important decision toward ensuring progressive change in which yiu believe,” Oyalowo said.

He added that the APC deserved a candidate with no ethno-religious baggage and a calming influence to frayed nerves.

Oyalowo said Tinubu was a pacesetter, a moving nation in his own right, a living trailblazing legend and a strategist that propelled and promoted idealism to realism.

According to him, the former Lagos state governor understands people-oriented politics which had made his contemporaries to envy and respect him.

He added that while any other Nigerian was eminently qualified to run for the country’s presidency, it was only Tinubu that could win the 2023 presidential election for the APC if he emerged as its candidate at it presidential primary election.

“His antecedents in the days of the aborted third republic, NADECO, Afenifere and, more recently, from  1999 to 2007, more than qualify him over and above anybody to run for the presidency,” Oyalowo said.(NAN)

Buhari lauds BOI for creating 9m jobs

President Muhammadu Buhari has praised the Bank of Industry (BOI) for creating more than nine million jobs in the last seven years.

He also praised BOI for disbursing more than N1.24 trillion to 4.2 million beneficiaries in micro, small, medium and large companies.

The president delivered the eulogy as he virtually inaugurated the BOI Second Tower building, in Abuja on Thursday.

Buhari said the bank had continued to successfully execute its mandate as a political institution of the Federal Government, providing loans at single-digit interest rates to manufacturers.

Therefore, he praised the management of the Ministry of Industry, Trade and Investment and BOI for their contributions to the economic development of the country and the welfare of Nigerians.

He said: “In order to further enhance its ability to impact the industrial sector on a transformative scale, I approved the issuance of a sovereign guarantee to help the Bank raise funds in the Eurobond market.

''I am pleased to note that the Bank has recently completed the transaction of millions of euros from international investors.

“The proceeds from this Eurobond will be disbursed to large, medium and small companies and women entrepreneurs with bankable projects.

"It is commendable that the Bank raises its own funds for loans based on its investment grade rating agencies."

President Buhari urged Bank management to ensure that its impact is felt throughout the country.

Of the new building, Buhari said he was “particularly impressed that this world-class building was funded by the bank's Internally Generated Revenue (IGR).

“The building represents the Bank's contribution to the growing list of work-related infrastructure in the Federal Capital Territory. It is another notable milestone in the growth of the Bank”.

In his words, the Minister of Industry, Commerce and Investments, Adeniyi Adebayo, thanked the President for the trust placed in the bank, naming it a partner in several laudable projects that have helped reduce poverty, create jobs and support indigenous companies.

He also praised the president for approving the sovereign guarantee for the first issue of 50 million euros in BOI bonds, which was successfully concluded in February this year.

Gov. Bello grants state varsity full management of its IGR.

Governor Yahaya Bello of Kogi has given Prince Abubakar Audu University, Anyigba full management of his Internally Generated Revenue (IGR).

This followed the judicious use of funds and accountability of resources by the current leadership of the institution.

Mr. Onogwu Muhammed, Chief Press Secretary to the Governor, revealed this in a statement made available to journalists in Lokoja on Tuesday.

The statement says that Bello made it known during his visit to the institution in the framework of his VI Call.

The governor also received an honorary doctorate in Public Fice.

He specified that the governor also inaugurated several projects at the university.

They included administrative blocks, an office complex, a cashew processing plant, and a well-equipped business center.

Bello said the current leadership has demonstrated probity, responsibility and judicious use of resources.

The statement further quoted Bello as noting that "his administration often combined words with action."

Bello stated that her drive for the inclusion of women in government has produced the first university vice-chancellor in the state, Professor Marietu Tenuche.

According to the governor, it has proven to be a perfect representation of women in leadership.

Bello noted: “In just one year of his leadership, he has been able to present several infrastructure projects.

"Tenuche has also secured 100% accreditation for all of the institution's academic programs."

The Governor stated that Tenuche has run the institution effectively, clearly showing that she was a perfect choice.

The governor stated that the state of Kogi, which was created in 1991, is now a star state under his leadership.

This, according to him, is due to the fact that the State has shown unity, security and union despite the challenges faced.

“The government inherited a state divided along ethnic, religious, political lines and across lines of division, but now it could claim to be the safest state in the country.

“In the state, what qualified anyone for leadership was quality and value rendered and not their tribe, religion or affiliation.

"This is because all the resources of Kogi state are used for the citizens of the state," the governor added.

Bello urged graduate students to learn from his administration's leadership style and bring it to society at large.

The governor urged: "Older leaders who loved the country should leave the driver's seat for younger leaders."

By inaugurating the cashew processing plant, Bello said that it will promote the socioeconomic development of the state.

Prof. Suleiman Bogoro, Executive Secretary, Tertiary Education Trust Fund (TETFUND), commended the university's leadership in executing quality infrastructure projects.

Bogoro also praised the institution for facilitating creative programs, including the business center and cashew processing plant.

NEWS ANALYSIS: Harnessing Kogi’s potential for economic prosperity, stability

A news analysis, Nigerian News Agency

Describing Kogi as the most strategic state in Nigeria will not be out of place considering its location on the country's map: the confluence state and gateway from one end of the country to the other.

The former seat of colonial masters that forms a vital part of Nigerian history is also rich in vast natural resources, arable land for agriculture, tourism and cultural attractions, and human resources.

Because of this, Kogi is expected to pass as one of the country's economic hubs and a source of foreign direct investment from Nigeria.

However, achieving this goal has been Governor Yahaya Bello's focus since he took office as governor of the state in January 2016, determined to lead the state to economic prosperity and stability.

Correctly establishing his priorities, the governor began the renewal of all sectors of the state under what he called: “The New Direction Administration”.

Without a doubt, this has produced several successes, among which is the attraction of foreign investors to Kogi, considering also the leaps and bounds made to make Kogi one of the safest states.

"We will continue to strategically protect our state and people because, without security, there can be no meaningful development," he said.

Realizing the importance of boosting the state's Internally Generated Revenue (IGR), Bello revamped the nearly defunct Kogi State Internal Revenue Service (KGIRS) with a building and services overhaul.

Fulfilling his mandate, KGIRS Acting Chief Executive Mr. Yusufu Aubakar said that by the end of 2020, the agency had collected N17.5 billion as IGR, with efforts underway to generate N1.3 billion monthly.

However, the IGR has assisted in development projects throughout the state to support the state's monthly allocation from the federal government, which is among the lowest recipient states.

These funds have invested across sectors to make a laudable impact on the state and the lives of residents.

The state in the “New Management Administration” led by Bello has witnessed visible successes in the areas of health, education, agriculture, culture and tourism.

In the health sector, Bello has invested heavily in financing health and paying health workers, which is why doctors in the state do not join the Nigerian Medical Association's national strikes.

The administration also constructed and renovated several health facility buildings in the state, upgrading Okene General Hospital to a state-of-the-art referral hospital.

The referral hospital is expected to serve as a teaching hospital for the newly established Confluence University of Science and Technology (CUSTECH), Osara.

Bello pointed out that this would reduce the rate of medical tourism in the country and the hospital would be built to a world-class standard to respond to any type of health situation.

“The ultra-modern referral hospital is designed to meet international standards with state-of-the-art healthcare facilities.

“The hospital will fill the need for better medical care and mark the complete end of medical tourism in Kogi and Nigeria,” said Bello.

The educational sector has not been left out either with the constitution of CUSTECH to join other state institutions, payment of scholarships to students, delivery of scholarships and aid to students, among others.

Bello said that CUSTECH was established to boost Nigeria's education system and put a logical end to the inability of indigenous Kogi to study desired courses due to lack of admission to other institutions.

“My administration was greatly disturbed by the experiences of hundreds of young Kogi who were unable to pursue careers in science and technology due to very limited vacancies at universities outside of Kogi.

“This trend became so worrying that we just had to act as a government to bring it to the only logical end. Problems make me combative for solutions,” said Bello.

The agricultural sector also received a boost from the New Direction Administration, which got the World Bank to applaud Bello for introducing sustainable agriculture programs in the state.

The administration has also ensured the timely payment of salaries, the construction of highways throughout the state, and the launch of rural development projects to bring development to the grassroots as well.

The great advances in security amid the high rate of insecurity throughout the country have also earned the governor much international and national praise, attracting foreign investors to the state.

In November 2021, a Dutch company, Euro LPG BV Holland, expressed interest in building gas plants in Kogi.

The international company specializes in the engineering, manufacturing and supply of Liquefied Petroleum Gas, Liquefied Natural Gas and industrial gases and their related equipment for storage and transportation.

Company chairman Dr. Wahaab Abdullah said Kogi was chosen for the project due to sustained security in the state.

One of Bello's frantic efforts to boost Kogi as the country's economic hub materialized with President Muhammadu Buhari's recent announcement naming Kogi as one of Nigeria's oil-producing states.

This will again boost the economic activities of the state and create job opportunities for the locals.

The governor, in fulfillment of his commitment to revive the state's economy, also in November 2021, inaugurated the start of the hydrographic survey and mapping of the Lower Niger and Benue rivers from Lokoja to Burutu.

Bello praised the initiative that was born Public Partnership of Nigeria Export-Import Bank Plc. in collaboration with the Nigerian Navy and the National Inland Waterways Authority.

He said that the project will generate more than a million direct and indirect jobs for the youth of the state and the country.

Bello is committed to continuous efforts to develop policies and projects that will make Kogi take its place as one of the economic centers of Nigeria.

In addition to this, Bello said that his administration was interested in ensuring the revival of Ajaokuta Steel Company.

He noted that he had been in talks with President Muhammadu Buhari to get the company up and running before the end of his administration. (Articles) (www.ews.ng)
