Bauchi Speaker tasks YPF to encourage youth to join active politics

The Speaker, Bauchi State House of Assembly, Mr. Abubakar Sulaiman, has tasked the Young Parliamentarian Forum (YPF) to encourage youth to be involved in active politics for the growth of democracy and development of the country.

Suleiman made the call at the two-day Youth Policy Advocacy Consultative Workshop, organized by International Alert and supported by Westminster Foundation for Democracy, on Tuesday in Bauchi.

He said there is the need to enhance the political participation of youths especially in the formal spaces.

“Youths need to become more involved in political parties, parliament, political appointments, elections and civic spaces as a matter of right, as the increased political participation of youth and women benefits society as a whole.

“The presence of young people in decision-making positions benefits all citizens and not just the youth,” he said.

Also speaking, Mr Ibrahim Tukura, Chairman Young Parliamentarian Forum (YPF) in the House of Representatives, urged youth to play politics with decorum and discipline for the growth of democracy and the country at large.

He noted that their non inclusion sometimes in politics, decision making and governance is worrisome.

“Therefore, I urge the youth to play the game of politics with utmost discipline, caution and decorum for self development, democracy and economic development,” he said.

On his part, the Secretary of the forum, Mr Simon Karu, urged the stakeholders to mentor the youth to occupy space in decision-making, politics, and government.

He appealed to legislators to empower the Youth through education, health among various sectors to also become viable in future.

Karu also called on the legislators to operate an open-door policy, accommodate and encourage the youth to give them a sense of belonging.

Mrs Mary Hwyere, Northeast programme Manager for International Alert, explained that the workshop was to provide a platform for young people who are often excluded from development programmes, governance and decision-making processes to build their capacity through political mentoring and advocacy.

“We should develop a Youth Policy Advocacy Agenda and establish and inaugurate the Young parliamentarian forum (YPF) at the state level.

“This will be a big step through which young persons across Bauchi state will have a voice and be part of the decision-making process,” she said.

The News Agency of Nigeria reports that leadership of the YPF of the Bauchi state house of assembly was inaugurated with Mr Jamilu Barade as Chairman and Mr Saleh Mohammmed as Vice Chairman.

He promised to ensure proper funding of the All Progressives Congress (APC) as a party in the state to achieve victory, saying “as I am funding the campaign council, I will equally be funding the party”.

The incumbent member of the Green Chamber of the National Assembly said the common goal of the party is to win the election, saying “our eyes should be on the ball, we must win and win convincingly”.

Olawuyi told the state Chairman of the party, Prince Sunday Fagbemi, that the battle handed over to him that saw the APC taking over power was a 100 per cent victory for the party, adding that in 2023 the party will also score a100 per cent victory in the election.

Works ministry to focus on completing strategic roads in 2023

The Minister of Works and Housing, Mr Babatunde Fashola, says the ministry will focus on completing strategic road projects in 2023. Fashola said this during 2023 budget defence at the House of Representatives Committee on Works on Tuesday in Abuja.

The minister said that N198.96 billion was proposed for the ministry and its parastatals to cater for capital, overhead and personnel cost in the 2023 budget.

“With the limited budget, what we want to focus on is the rout A1 to A9; if you look at the map of Nigeria, you will see the A1 to A4, they are the North-South roads.

“A5 to A9 are the East-West roads, many of them are at various stages of contractual implementation, that is what we think we can focus on.

“Our priority is to drive the economy using what we have and we will be focusing on road that can help provide access to ports, major agricultural producing areas, roads that help to distribute fuel so that our energy supply is sustained,” he said.

Fashola said that the ministry would place priority on completing roads that do not have alternative funding like the Ilorin-Kabba-Obajana Road and the Okene-Itobe Road, among others.

While accounting for the 2022 budget performance, Fashola said that N515.95 billion was appropriated to the ministry and its parastatals.

He said that the Works and Housing sectors of the ministry was allocated a Capital budget of N441.10 billion of which 66.54 per cent had so far been released.

“This leaves a balance of N147.59 billion to be release by the Federal Ministry of Finance, Budget and National Planning,” he said.

For overhead, the minister said that out of the N627 million approved, N365.75 million has so far been released.

He said that the amount represented 58.33 per cent of the budgetary provision with an outstanding N261.25 million.

The minister said that for personnel cost, N10.1 billion was approved for the ministry and it was being implemented through the Integrated Payroll and Personnel Information System (IPPIS) Fashola said that from January to August, the ministry generated N1.48 billion as Internally Generated Revenue (IGR) which has been remitted to the Consolidated Revenue Account.

The minister said that the Executive Order on Tax Credit signed by President Muhammaddu Buhari in 2019 has started gaining acceptance and was already impacting on the economy.

He said that in 2021, there was some offtake by some of the subsidiaries of the NNPC who were tax liable to government under the Tax Credit Scheme.

Fashola said that the subsidiaries made a commitment of N621 billion across 21 roads of 1804km that were critical to the delivery of petroleum products nationwide.

According to him, the performance is that N196 billion has been issued based on work done and this represents 31 per cent of the total fund.

He said that MTN-Nigeria and the G-Z Industry joined Dangote Group, BUA Group, NNPC Group in the tax credit scheme.

Fashola said that MTN-Nigeria has taken over the Enugu-Onitsha Highway and was committed to completing it using tax credit.

He said G-Z, a company with core interest in cans used for preparation of drinks, agreed to develop the industrial roads which support their business.

The Chairman of the committee, Rep. Kabir Abubakar (APC-Kano) lauded the ministry for completing so many projects in 2022 in collaboration with the private sector.

He said that the initiative was a welcome development as the budget was not enough to address the road infrastructure deficit in the country.

Abubakar said that from 2015 to 2022, a lot of roads have been completed, saying the committee was satisfied with the ministry’s performance.

The lawmaker expressed hope that the next administration would continue in the same spirit to close the road infrastructure gap in the country.

The News Agency of Nigeria reports that on Oct. 23, the U.

Kigbu, a philanthropist, stated this on Monday during the inauguration of EYM Indor Sports Centre in Nassarawa Eggon Local Government Area of the state.

He said that sports, apart from enhancing physical fitness, also promote love and tackle youth restiveness in the society.

“I have decided to provide this Indoor sports centre to keep our youths and other people busy as an idle man is a devil’s workshop.

“As this will also tackle youth restiveness and boost their fitness,” he said.

Kigbu assured of his continuous commitment to promote sporting activities among the youths.

“I have organised football competitions for the youths and supported sporting competitions at different levels.

“I will continue to do that in order to promote unity and peace among the youths and other Nigerians,” he said.

He appreciated Mr Ovey Bashayi, NNPP House of Representatives Candidate for Eggon and Wamba Federal Constituency, for identifying with the centre.

He also thanked youths and other well wishers for gracing the occasion and prayed God to grant their objectives of peaceful co-existence and physical fitness.

Kigbu however urged youths and other Nigerians to continue to live in unity and co-exist peacefully for the overall development of the country.

Inaugurating the centre, Bashayi commended Kigbu for providing the youths of the area with the social and sports centre.

He said that the gesture would promote unity and peace among the youths and other people of the area.

The politician pledged to give sporting activities, youths and women empowerment topmost priorities, if voted into the green chamber of the National Assembly in 2023. The News Agency of Nigeria reports that Snookers, Drafts, Ludos and Whoot playing facilities, among other games, were provided at the centre.

He prayed for good health for the APC governorship candidate and the accomplishment of his dream, come 2023. According to him, the three-term senator has, over the years, demonstrated qualities of a good leader among politicians and in discharging his duties as senator.

Only political will can end out-of-school children problem — Rep Ihonvbere

Prof. Julius Ihonvbere, the Chairman, House of Representatives Committee on Basic Education and Services, has called for a political will coupled with policy consistency to address the problem of out-of-school children in the country.

Ihonvbere, (APC-Edo) representing Owan Federal Constituency, said this in an interview with the News Agency of Nigeria in Abuja on Sunday.

He also decried the growing population of the children, describing it as a major embarrassment to the nation.

He said since the country is not facing a civil war; there is no reason why so many children should be out of school.

He attributed the problem to the insecurity in the East and , in addition to the growing unemployment and bankruptcy of small businesses.

“The issue of the growing number of out-of-school children is a major embarrassment.

“Technically, we have no civil war here, so there is no reason why so many children should be out of school.

“But given the insecurity particularly in the North East and North West, which has now spread all over the country, even growing number of unemployment, bankruptcy in the level of Small and Medium Scale Enterprises (SMSEs), many parents are unable to cater for their children.

“So what you get is that many children are out of school,” he said.

Ihonvbere, however, said that the House of Representatives had taken some steps to address the problem.

According to him, his colleagues have raised more than 30 motions aimed at dealing with problem of out-of-school children across the country.

“How do we get them back to school?

How do we increase funding for education?

    How do we improve infrastructure?

How do we redefine and reposition the concept of basic education?

“How do we move from certificate to ’’skillficate’’ because not everybody wants to get a university degree?

“How do we create a path for them, so that they will have basic knowledge but also specialise in what they are good at?

“So for us, it’s an ongoing concern.

And if you look at how much members of the house put from their constituency votes into school refurbishment, construction and training of teachers, you will also see the level of our concern,” he added.

Though, he explained that the Federal Government had inaugurated a committee on alternative education to address the same concern.

But he expressed worries that more than a year after the inauguration, there is no action yet.

“I’m a member of that committee; it’s been over a year, no action.

We set up a technical committee that produced a report, but that is the last we heard.

“A technical committee has produced a full report on how we can go about reaching them, keeping them and sustaining them in school, and there is no policy output, talk more of action, then there is a problem.

“So we can make necessary legislation, but there is no much you can do,” he said.

He, therefore, called for a synergy among the local, state and the Federal Government to tackle the growing population of the children getting close to 20 million.

Rep advocates executive, legislative synergy to achieve federal character

Prof. Julius Ihonvbere (APC-Edo), representing Owan Federal Constituency in the House of Representatives has said the National Assembly and the executive arm of government must work closely in implementing the nation’s principle of federal character.

Ihonvbere, a member of the House Committee on Federal Character Commission, said this in an interview with the News Agency of Nigeria in Abuja on Sunday.

According to him, the country is not making enough progress in its implementation, citing inequities in some of the agencies, ministries and parastatals.

“Over the years, these inequities and disparities have been built in, and those who come on board from time to time, never tried to resolve them.

“People are appointed from the state; they come to Abuja with a retinue of staff and force them into their agency or ministry even as temporary staff.

“And when they do so-called replacement, those are the ones they put in there quietly.

“So, I believe at the end of the day, we have not made progress, using the whole constitutionally provided provision on federal character to redressing the politics in the agencies and ministries.

“When you look at the intermediate middle level, lower upper level and upper level positions, I think that the leaders of the country have not demonstrated proper commitment to social justice, equity and fair play.

“And part of it is that because nobody has ever been prosecuted for violating federal principle or the need to balance.

“I am not subscribing to balance for the sake of balance; it must be based on competence.

“I think what I have seen as a member of that committee in the house is a lot of travesty, lot of deliberate abuse of the Federal Character Principle,” he further said.

On promoting accountability and good governance among Nigerians, the lawmaker said that inter-parliamentary relations had its own challenges.

According to him, some states have too much power to control their houses of assembly.

“So it’s difficult even to engage their houses of assembly in a democratic conversation.

“But at the level of promoting discourse and the content and context of democratic institutions, the promotion of cooperation between and within arms of government, there is a lot of progress there.

“How we have been able to translate this to generating the nationwide discourse of democratic tendencies is what I think we are yet to do effectively,” Ihonvbere said.

Edo Rep expresses concern over falling standard of education

The Chairman, House of Representatives Committee on Basic Education and Services, Julius Ihonvbere (APC-Edo) , has expressed concern over the falling standard of education in the country.

Ihonvbere, a professor raised the concern in an interview with the News Agency of Nigeria in Abuja on Sunday.

He, therefore, called for holistic and sustained attention to the education sector to reverse the trend.

According to him, to say that the standard of education in the country has fallen woefully is no longer debatable.

He explained that the poor and mediocre quality students graduating from the nation’s school system could destroy the country, if not urgent action is taken.

“With such poor knowledge and low competency, you can’t expect excellent output.

“They go into industry because their fathers and mothers have connections and they ruin them.

“They go into security forces, they compromise the ethics of those institutions, you put them as ambassadors, they not only avoid assignments, but they are completely invisible.

“So the declining quality is affecting us already.

“In some major universities in the world, if you go there even with a first class or second class upper from a Nigerian university, they still make you take one or two undergraduate courses.

“So there is a need for a holistic and sustained attention to the education sector.

“If the basic is broken, it will affect it right up to the university level, because the basic produces those that go to the secondary, university and polytechnic.
