NDLEA urges S/E communities to report “Mkpuru Mmiri” labs

The National Drug and Law Enforcement Agency (NDLEA) has urged communities in the South East to expose those producing ‘’Mkpuru Mmiri”, a highly addictive stimulant that affects the central nervous system.

The Chairman of the agency, Mr Buba Marwa made the call while fielding questions from newsmen after the 2023 budget defence session at the House of Representatives on Thursday in Abuja.

The News Agency of Nigeria reports that ’Mkpuru Mmiri’ is a major narcotic substance largely abused by youths in eastern Nigeria.

Marwa recalled that when the issue of ‘’Mkpuru Mmiri” came up in 2021, he assured that the NDLEA would go after the producers and marketers.

“If your recall, we recently dismantled two laboratories, we are all out in areas where terrible substances are manufactured and we will continue to dismantle more.

“So far, the agency has dismantled 20 over the years; we want to ask communities also to stand up and be a part of this effort.

“Where such things are going on in their surroundings, they should report any suspected manufacturing laboratories that does not only produce ‘’Mkpuru Mmiri”, but any of the other substances,’’ he said.

Earlier at the hearing, Marwa said that the agency had made a huge difference in curtailing drug abuse and trafficking in Nigeria.

According to him, over 19, 000 offenders have been arrested since 2021, with over 6000 jailed and more than 12,000 rehabilitated.

The chairman said that 5,452 million kilogrammes of drugs valued at N420 billion had been confiscated and 740 hectares of cannabis farms destroyed.

He expressed concern that Nigeria still has a drug prevalence of 14.4 per cent which is nearly three times the global average.

“We have about 15 million Nigerians who are using drugs which is equal to the population of Lesotho, Swaziland, Botswana, Gambia and Liberia all combined.

“We in the NDLEA wish to assure this esteemed committee that we are resolute and will remain upstanding in rising to the challenge of our mandate.

“It is to eliminate the cultivation, processing, manufacturing, sale, trafficking and use of illicit drugs and psychotropic substances,’’ he said.

Marwa said that the House Committee on Narcotics had demonstrated commitment to combat drug abuse in the country.

He said this was evident in its efforts to amend the NDLEA Act, enhance the agency’s budget, its support for compulsory drug testing and making NDLEA beneficiary of the Police Trust Fund. Marwa said there was need to properly fund the agency and insulate its staff from the influence of drug barons.

On the 2022 budget, Marwa said that N38.9 billion was appropriated to the agency for its operations, out of which N10.49 billion was for personnel cost, N998.9 million for overhead and  N27.44 billion as capital expenditure.

On the 2023 proposals, Marwa said that of the N40.12 billion earmarked, N21.44 billion was for capital, N16.5 billion for personnel cost and N2.64 billion for overhead.

He said that major projects in the 2023 budget include building of barracks of which N13 billion was allocated, purchase of armoured vehicles for N2 billion and modern arms and ammunition.

The Chairman, House of Representatives Committee on Narcotics, Rep. Francis Agbo (PDP-Benue) said that the committee was satisfied with the work of the agency.

He said that drug traffickers now know that they will be arrested should they come to town or engage in pushing drugs.

Agbo said that when Nigerians commend security agencies in the fight against insecurity, they should also recognize NDLEA’s efforts to cut off the drug supplies responsible for terror in the country.

The committee chairman said that for Nigeria to survive, the fight against drug abuse and trafficking must be won.

The legislator said that the committee would ensure improved budgetary allocation for the agency to enable it discharge its mandate more effectively.

He called on the Federal Government to employ more personnel for the NDLEA, and improve its funding and equipment.

Reps summon heads of security agencies over refusal to buy ammunition from DICON

The House of Representatives Committee on Defence has summoned heads of security agencies in the country over their refusal to buy arms and ammunition from the Defence Industry Corporation of Nigeria (DICON).

Rep. Taofeek Ajilesoro (PDP-Osun) moved the motion when the Director-General, DICON, Maj.-Gen. Hassan Tafida, appeared before the committee to defend the 2022 budget performance and 2023 budget proposal.

Tafida had accused other security agencies of not patronising DICON for purchase of arms and ammunitions from the corporation, adding that they rather preferred to go outside to buy.

This according to him is because there is no law stopping or compelling them from purchasing arms and ammunition from DICON.

“It is that perception that we cannot provide all the things they need, so they go outside and the law did not restrict them from going outside.

So these are some of the things that need to be corrected.

“This is why DICON must wake up from the status it was to a new status.

We are making effort to ensure that the military industrial complex is a reality in Nigeria,” he said.

He said others in the private sector were already coming in and building factories, stressing that producing the Armoured Personnel Carriers and also going into production of weapons and ammunition was essential.

He said all that was needed to be put in place was the country’s own home grown technology, saying, “if you wait to transfer technology from anywhere, you would not get it so we have to start producing ours”.

Rep. Babajimi Benson, the Chairman of the committee, said there was need to first source arms and ammunition locally before going outside.

He said the lawmakers would give it a legal tooth compelling all security agencies to buy arms and ammunitions from DICON.

“We can give it more legal teeth to ensure that it’s a law, I believe the way it should go is to ensure that we produce more arms locally as much as possible and also look at the possibility of enforcing it.

“ This is because we do not see why it is only the Army that is patronising DICON, the Air force and Navy should also as a matter of urgency patronise DICON.

Lagos APC remains unbeatable – Tinubu

Lagos APC remains unbeatable – Tinubu L-R: Speaker, Lagos State House of Assembly, Mudashiru Obasa; Deputy Governor, Dr Obafemi Hamzat; Governor Babajide Sanwo-Olu; Presidential Candidate of the All Progressives Congress (APC), Asiwaju Bola Tinubu; the State Party Chairman, Pastor Cornelius Ojelabi and APC National Women Leader, Dr Betta Edu during Presidential candidate of the All Progressives Congress (APC), Sen. Bola Tinubu, on Wednesday said the party in Lagos remained unbeatable.

Tinubu said this at the Lagos APC secretariat on Acme Road, Ogba, during the party’s caucus meeting.

Gov. Babajide Sanwo-Olu of Lagos State led all members of the State Executive Council to the meeting, which was presided over by the Lagos APC chairman, Pastor Cornelius Ojelabi.

Tinubu said that he returned to his political base to meet the Lagos APC family stronger than he left it.

According to him, those entrusted with the administration of the party affairs after he weaned himself off the supervisory duty have not made him regret his decision to pursue his presidential ambition.

He passed a vote of confidence on Sanwo-Olu and other party leaders for nurturing the APC political machinery in the state, stressing that the party remained unbeatable in Lagos.

”I left Lagos for Abuja, leaving the party members with Sanwo-Olu, Hamzat, leaders of the Governor’s Advisory Council and other party leaders.

”They are the ones who released me to go to Abuja to contest.

I left with many doubts and I was uncertain about what would be the fate of the party.

I was constantly in touch with the governor and his deputy.

”Sometimes, I would call the party chairman and ask them if we were doing the right thing in Lagos.

The reports they always gave me gave me more courage and confidence to move on with my engagement in Abuja.

”I thank all of our leaders for keeping the party stronger.

I handed over to you an undefeated platform in Lagos.

The manner with which the party affairs have been conducted shows these people have fairly managed the home base,” Tinubu said.

He recalled that his journey to secure the party’s presidential nomination in Abuja was littered with uncertainties, but said the support raised from Lagos APC leadership boosted his confidence to move on and win the primaries.

The party leader said he was in the presidential race to win, but that his fate was in the hands of the party members, who must work hard to get votes for the party at the polls.

Tinubu urged party supporters to move out to the communities in their numbers and canvass voters.

He said that the work must start with the 57 local council chairmen, for them to reach out to aggrieved members of the party at the grassroots, in order to deliver more votes for APC in the general elections.

”Our Local Government chairmen must do better than any other person in delivering votes for our party.

You met this party already built with structures across the communities.

”There may be little cracks here and there, you know what to do.

    Manage your anger.

There is no politics without anger and pain.

But with the pain comes the joy of victory.

”We are giving you an assignment to go back and recruit others.

We must forget about the opposition, let’s put our effort on the voters.

”This is the time to reach out to aggrieved members and invite them back to the party fold.

This is not the time to be angry and spill the beans.

We must work together to achieve the bigger goal before us,” Tinubu said.

Sanwo-Olu said that APC in Lagos was facing the most critical election, as winning the presidency would be the biggest political prize to win.

He told the party supporters not to rest on their oars, but to work for the party’s victory across board.

”Asiwaju has done several things for all of us in one form or the other.

He has come to this same place to support several of us as governors, senators, House of Representatives, and House of Assembly members.

”He has done the assignments effortlessly in the past 23 years without asking for anything.

”God has now given us the unique opportunity today for us for the first time to also raise his hands up as our donation of the best in class to the entire country.

”I urge all of us to work for the victory of Asiwaju at polling unit by polling unit, ward by ward, and local government by local government,” he said.

The minister raised concerns on Wednesday in Abuja during the 2023 budget defence session organised by the House of Representatives Committee on Information.

The minister said that in 2022 budget, the sum of one billion naira was allocated to the information component of the ministry.

Mohammed said that in the in the 2023 proposals, only the sum of N345 million was allocated for capital expenditures for information.

The minister said that given the circumstances in the country, the ministry should be given more money and not less.

He said that the country was going into election and censors in 2023 saying that there is need for increase advocacy to sensitize Nigerians.

He said that there will need to organise town halls, do documentaries, visit Federal Government project sites among many other activities in the fiscal year.

“In fully understand the economic challenges the country is facing but i do not agree that the Ministry of Information and Culture should have less, actually it should have more.

“This is because it is in times of challenges and hardship that you need your Ministry Information not just to chronicle despite lack of funds but to combat fake news, disinformation, hate speech which today has attained a height that is threatening our very existence as a nation.

“While I admit that our revenue is dwindling, there is not better time to have more money for the Ministry of Information and Culture,” he said.

He urged the committee to do all within its powers to increase the budgetary allocation for better service delivery.

Also, the Managing Director of the News Agency of Nigeria , Mr Buki Ponle, told the committee that N1.8 billion has been allocated for personnel cost.

He said that N265.44 million was earmarked for overhead cost while only N58 million was allocated for capital expenditures.

Ponle urged the committee to support and amendment bill of the NAN establishment Act, saying that there is need to review the Act to meet current realities.

The Director-General of the NTA, Mr. Salihu Dembowhile presenting the authority’s budget told the committee that there is 75 per cent reduction in the capital expenditure.

He said that there is need for the committee to look into funding for the agency to meet its mandate as started in the Act. The Director-General of the The Advertising Regulatory Council of Nigeria (ARCON) Mr Olalekan Fadolapo commended the committee for the passage of the Act which have more regulatory powers to the agency.

According to him, we have stopped foreign content in local advertisements in Nigeria which cost one million dollars.

He said that Nigeria is blest with a population of about  200 m million people and should not be importing voice from South Africa and exporting jobs.

The director-general, however, said that the agency was only allocated N5 million for capital expenditures and 54 million for overhead.

He said that the allocation is grossly inadequate given that the agency just established 19 state offices with a proposed one billion naira Internally Generated Fund (IGR) for 2023. “There is need for the committee to look into our budgetary allocation to enable us function properly,” he said.

The Chairman of the committee, Rep. Odebumi Olusegun (APC-Oyo) said that the budget for the information ministry in some state is bigger than that of the Federal Ministry.

He said that there is need for better funding saying that the information is power saying that there is need to look at revenue generating performance.

“I call on the Ministry, Departments and Agencies under the purview of this Committee to ensure due process, transparency and accountability in utilisation of any public fund entrusted in your custody in order to guarantee value for any public fund spent in any direction.

“To this perspective, our oversight on the implementation of the 2022 Appropriation Act will be strategic, thorough and detailed to achieve the purpose it is expected to achieve,” he said.

He said that the committee will meet with the minister and the chief executive officers to fashion out plans that will improve funding.

Omo-Agege urges Itsekiri nation to vote for APC in 2023

Omo-Agege urges Itsekiri nation to vote for APC in 2023 Omo-Agege urges Itsekiri nation to vote for APC in 2023   Election By Edeki Igafe Warri(Delta), Nov. 2, 2023 Ovie Omo-Agege, Delta governorship candidate of All Progressives Congress (APC), has urged the Itsekiri nation to vote for the party at all levels in 2023 general election.

Omo-Agege said this when he visited Chief Ayiri Emami at his residence in Ubeji in Warri South Local Government Area of the state.

He said that voting for APC would end the marginalisation of oil producing ethnic nationalities in the state.

Addressing supporters, Omo-Agege, also deputy senate president, said that the Itsekiri nation has not benefitted much from the 13 per cent oil derivation accruing to the state for contributing to the nation’s economy.

“This election is the one that will change course of politics in Delta.

“For some of us; we believe that enough is enough; we need to reverse the trend and doing so; we need people who believe that there is something wrong.

“Some of us believe that the status quo is not good for the well-being of the Itsekiri nation.

“That is why we are leading the change and we believe that all well-meaning Itsekiri people will join us in this effort to change the narrative,” he said.

Omo-Agege said that enthroning Asiwaju Bola Tinubu as Nigeria’s president in 2023would help address the problem of marginalisation of the Itsekiri nation, as he was an in-law and member of the nation.

“With the experience I have gained serving at national level especially in the senate, the president, no matter how powerful needs the support of the National Assembly.

“That is why the candidates we are putting forward will not just represent the interest of the Ijaw or Isoko people, but also the interest of the Itsekiri nation.

“My appeal is that you support Tinubu as president, Omo-Agege as governor, our senator, members House of Representatives and House of Assembly,” he said.

The lawmaker said that as a senator representing Delta Central at the National Assembly, he had impacted positively on all communities in his senatorial district.

He attributed the feat to his cordially relationship with President Muhammadu Buhari and the presidency and expressed hope that such would replicate itself in 2023 with the emergence of Tinubu as president.

The senator said that he had met with the Olu of Warri, Ogiame Atuwatse 111 and made a commitment that he would consult with the Itsekiri people before taken decisions that would impact on their wellbeing.

“I met the royal father being the custodian, political, cultural and spiritual leader to the Itsekiri nation in that capacity, I have visited and consulted with the Itsekiri nation.

“The position I have taken is that I need the support of the Itsekiri to emerge as Delta governor.

The commitment I made to the king, going forward is that I will move out of my comfort zone and do the extraordinary.

“I will call the traditional institution being the custodian of the interest of the Itsekiri nation to ask what they want and whatever the Itsekiri nation put forward is what we will do as government,” Omo-Agege said.

Responding, Emami said that the Asiwaju’s project was an Itsekiri project.

Emami assured that whatever votes accruing to Tinubu as president would also accrue to Omo-Agege as governor and other candidates of the party.

“Asiwaju’s project is our project; he is an Itsekiri by marriage.

Tinubu going for presidency, I do not think any Itsekiri will vote against him.

“It is a project every Itsekiri will support.

I can say categorically that Itsekiris will vote for Asiwaju.

“Itsekiri and Urhobo are brothers and sisters, so whatever goes to Asiwaju will equally go to Omo-Agege as governor and other candidates,” he said.
