The University of Jos chapter of ASUU says its members will not return to lecture theatres until their withheld salaries are paid. Chairman of the chapter, Dr. Lazarus Maigoro, stated on Friday in Jos that the chapter members were not on another strike. He added that the decision to stay at home was taken at a congress held on Friday. The national body of ASUU suspended its eight-month old strike on Oct.14, following a court order directing union members to resume lectures and an intervention by the House of Representatives leadership. Maigoro explained that part of the agreement reached with the Speaker of the House of Representatives, Rep. Femi Gbajabiamila was that 50 per cent of withheld salaries would be paid with immediate effect. “As we speak, only 17 days prorated October salary was paid to our members by the office of the Accountant General of the Federation “In view of the bottleneck on the payment of backlog of salaries, the congress of ASUU at the University of Jos met and resolved to stay at home until the withheld salaries are paid. “We are not on another strike, though. “For the avoidance of doubt, our members are back to work, willing and ready to teach but are unable to work. “Based on the revised academic calendar for the 20202021 session approved by the Senate of the university, lectures should have started, but the lack of payment of salaries has constrained our members from going to the classrooms to teach,’’ he stated. Rep urges APC leadership to intervene in Kano chapter crisis

Abuja, Nov. 4, 2023 The Majority Leader of the House of Representatives, Mr Ado Doguwa has called on the national leadership of the All Progressives Congress (APC) to intervene in the crisis rocking the party in Kano state.
Doguwa, who represents Federal Constituency of Kano state ,made the call at a press conference on Friday in Abuja.
He said that “there is fire on the mountain” and that there was need for the national leadership of the party to quickly intervene.
According to Doguwa, the time has come for him to discharge his moral responsibilities as a faithful member of the party.
“I want to say ,without any fear of intimidation or fear of contradiction, that there is fire on the mountain as far as the APC in Kano state is concerned.
“This is the right time to say it because we have been going through silent crisis,especially in the area of party politicking with a lot of exclusions.
“ Administration of the party is being done by few members of the party who are not supposed to be handling party affairs in the APC,” he said.
He said that the leadership of the party in the state had resorted to witch-hunting and public embarrassment of party members.
Doguwa said that stakeholders meetings were being held and that critical power blocs like the National Assembly caucus were being excluded.
The lawmaker said that as a result of the misdeeds of those managing the affairs of the party, no fewer than nine members of the National Assembly had left the party among others.
He blamed the crisis on the activities of the party’s deputy governorship candidate in the state, Mr Muritala Garo, alleging that he did not have the interest of the party at heart.
The lawmaker said that Garo wanted to be governorship candidate, but was not favoured by party members and so emerged as deputy governorship candidate.
Doguwa said that if nothing was done by the national leadership of the party, APC would not win in Kano come 2023 .
He said that the APC in Kano was faced with stiff opposition from the Peoples Democratic Party (PDP) and the Sen. Rebiu Kwankwaso’s New Nigerian Peoples Party (NNPP)
“I want to draw the attention of all the authorities involved at the national and the state level to quickly intervene in the management of the APC in Kano state.
“The activities of Garo is causing serious damage in the party; if care is not taken and they allow him to continue, then we can forget it come 2023 elections.
“We are faced with challenges from Kwankwaso, he is somebody you cannot take for granted, he is a man of timber and caliber as far as Kano politics is concerned.
“With this, you allow someone to create trouble in the party, we cannot succeed,” he said.
The majority leader denied allegation making the rounds that he physically assaulted Garo at a meeting.
Doguwa said that they both exchanged abusive words when he confronted the state party leadership for excluding the National Assembly caucus from stakeholders meetings.
He said that his apologies went to the Garo’sfamily and members of his constituency for engaging in verbal abuse as a statesman .

Doguwa said that the APC met Nigeria in shambles and had done so much to changethe tide, setting a continuity platform for Sen. Bola Tinubu,the party's presidential candidate.
On the 10th assembly speakership , Doguwa said that though he was qualified, he was for now concentrating on winning election to represent his constituency in 2023.

The Federal Ministry of Transportation has presented N92.6 billion budget to the Joint Committee of the Senate and House of Representatives on Land and Marine Transport for the ministry and its agencies for 2023 fiscal year.
The Minister, Mr Mu’azu Sambo, in a statement by his Director of Press and Public Relations, Eric Ojiekwe, presented the budget at the National Assembly on Thursday in Abuja.
Sambo also presented the 2022 Budget Performance of the ministry which was , out N147.5 billion of which N52.1 billion, representing 35.33 per cent had been released and N38.9 billion utilised as at Oct. 25.
He said the ministry, through the support of the Joint Committee, was in the process of implementing the Nigeria Railway Modernisation project.
He said it was also progressively expanding the Railway network through yearly budgetary appropriations, following the challenges being faced in securing counterpart funding through loans.
According to him, the implementation of the Kaduna – Kano, Port Harcourt- Maiduguri and Kano-Maradi segments of the Railway modernisation is ongoing, with the Federal Government counterpart funding in the 2022 appropriation.
”We are expecting the Federal Ministry of Finance to conclude negotiations of the loans with the Infrastructure Development Finance Institutions of the Chinese, Portuguese and Turkish origin to implement the projects.
“Permit me to also report that the Lagos – Ibadan segment of the Lagos – Kano and Itakpe to Warri railway project are fully operational and receiving patronage from the general public.
”To reach practical completion of these projects, some aspects of works, including construction of overpass bridges, connection to the national grid and other ancillary provisions have to be completed.
”Therefore, adequate funds need to be provided in the 2023 budget to facilitate the practical completion of the projects,” Sambo said.
The minister said, ”while recording successes achieved in the Railway subsector, permit me to also mention the sad occurrence of the Abuja – Kaduna Rail incident of March 28.
He said, ”With the release of those abducted, the ministry plans to commence operation on the line, but not without taking proper precaution by installing necessary security gadgets to monitor the line and forestall a reoccurrence.
” It is our hope that distinguished senators and honourable members will assist the ministry in achieving this plan”.
The minister used the opportunity to further emphasise that the ministry, as part of its mandate, had continued to pursue the implementation of government policies in the Land Transport Sub- sector in the country.
He said these included issues relating to the Economic Community of West African States (ECOWAS) protocols and conventions entered into in respect of the sub- sector.
On the National Freight Offices at Iiela, Sambo said: “We have achieved significant progress in completing the ongoing National Freight Offices at Iiela Jibiya and Idiroko in addition to other Land Transport Projects.
” With your support, the capturing of all these projects and Programmes as proposed before you in the 2023 Budget proposal will assist us further towards actualising the desired goals.
”
Earlier, the Chairman, National Assembly Committee on Land and Marine, Sen. Danjuma Goje, expressed dismay that the budget was not implemented within the fiscal year, in spite of early approval by the National Assembly.
“You see, the National Assembly has been able to achieve approval of the budgets within the budget circle; for three years, we have been able to approve these budgets by the end of December.
”Surprisingly, the implementation of the budget does not correspond with the urgency to which we attach in approving these budgets,” Goje said.
He gave the assurances that the Committees would support the minister and the agencies to succeed.
Goje then enjoined them to see that the budget was implemented faithfully, to deliver government’s intentions and democracy dividends to Nigerians.

Mr James Lalu, Executive Secretary of National Commission for Persons with Disabilities (NCPWD), has called on youths across the country to imbibe exemplary leadership qualities for a better future.
Lalu made the call during a visit by members of the Legislative Mentoring Initiatives, led by its Speaker, Mr Olise Michael.

Lalu encouraged the youths to position themselves in taking over the leadership of the country in various spheres in order to avail the nation of their talents.
Lalu informed the delegation of the inherent abilities in Persons with Disabilities (PWDs), especially the young ones, in the community.
He also mentioned various empowerment programmes initiated by the President Muhammadu Buhari-administration and urged them to take full advantage of such programmes.
The Executive Secretary further commended Speaker House of Representatives Femi Gbajabiamila for the vision to rise the next generation of leaders through initiating the group.
Lalu urged stakeholders to give PWDs the opportunity to use their skills and knowledge for improved productivity and development of the nation.
Meanwhile, Lalu said that the Commission would continue to prosecute defaulters of the disability law in order to protect the rights of all PWDs.
He added that the Commission’s primary purpose was to ensure that there is good transport system, quality health care and better educational system for PWDs.
Meanwhile, the Spokesperson of the team, Ms Chimdi Aneliaku, said that the Organisation believes in inclusive governance with the hope of creating a new crop of legislators and Public sector leaders that would chart a new course for PWDs in the country.
“The work is not complete if everybody is not carried along,” she said.

The Minister of Aviation, Sen. Hadi Sirika, on Thursday in Abuja said that the construction of a second runway at Nnambdi Azikiwe International Airport (NAIA) would be completed by November 2023.
Sirika made this known when he received the National Assembly joint committee (Senate and House of Representatives) on Aviation at the Nnamdi Azikiwe International Airport (NAIA), Abuja for oversight function.
According to him, the Federal Government is ready to speedily finance the project from the mobilisation stage to the final stage.
Sirika , who stated that the contract was supposed to be for a period of 12 months, added that the maintenance would be for another 12 months.
The minister affirmed that the project would be delivered before the end of the current government.
“The work has commenced in harness, and it is our intention to deliver the project as soon as possible.
It is practicable.
Government is committed to this project and to fund it.
“We are here with the two committees of National Assembly (NASS), the Senate and House Representative with their Chairmen on oversight and particularly on this spot.
“This is where the much awaited Second runway is coming.
As you can see the contractor has been mobilised to site, “ he said.
The Chairman Senate Committee on Aviation, Mrs Abiodun Olujimi, commended Sirika for efforts made so far to kick start the project.
She promised that the NASS would keep supporting the project toward completion as scheduled.
“Just as the minister said, we came on an oversight visit to the site of the second runway.
It has been pending for a very long time.
“ You remember at a particular time, the airport had to be shut down because we had only one runway and it was bad.
So, it is the initiative of the minister to ensure that the second runway took effect.
“We are grateful that we are here and we have seen that the contractors are mobilised.
They are here and they are working.
The minister just said that the funding would be approved constantly, “ she said.
Speaking, Mr Nnolim Nnaji, Chairman House of Representative on Aviation, said the second runway was necessary as Abuja happened to be the Capital of Nigeria.
Nnaji expressed optimism that all relevant stakeholders would synergies and cooperate to ensure quick completion of the project.
“ We have been expecting this construction to take off, for some time now we have been funding a budget to accommodate for the second runway.
“ Abuja being the capital of Nigeria with an aggressive infrastructural development and economic base, we feel it is important to have another runway which is very important .
“This runway, when completed will be the longest runway possibly in west Africa, which is about 4.2 KM.
against the existing one that is about 3.7km,“ he said.
According to him, the second runway is coming with a control tower, taxi way and other facilities.
In the second phase of this project we will have a terminal building around this place.
He said the project that was at the mobilisation stage at present would cost 72 billion naira for the construction.
“As we are happy with the minister, we also congratulate ourselves to be part of this success story.
“We will be here to witness as the chairman of the committee and members of the Aviation committee the commissioning of this project, “he said.
Contributing, Sen. Smart Adeyemi, Chairman, Senate Committee on FCT, said he came to consider the level of compensation to be given to the indigenes and farmers, whose economic trees were affected.
He commended Sirika for the landmark achievement regarding the commencement of the project.
According to him, all relevant stakeholders under the current administration should be proud of it.
“My involvement here is to look at the length of the route and have an idea of the compensation that will arise from the economic trees, to be given to the indigenous people of this territory.
“The 20222023 budget of the FCT is still with us.
My coming here is to see how we can probably inject some funding to meet the needs of the indigenous people,“ he said.
“ This is to ensure peaceful construction of work and to secure the prayer and support of the indigenes for this project,“ he said.

Akande-Sadipe empowered Mrs. Muyibat Babalola, who is visually impaired with a business start-up grant, while Mr. Tella Ademola, a mobility impaired constituent, received a chest freezer.
The lawmaker said she offered Mr. Kunle Olanite funds for his medical treatment and surgical intervention on a diagnosed Damage.
“This award was given in reference to the medical report obtained from the Oyo State Hospital Management Board.
“Everybody needs sight for a fruitful existence and where we can prevent sight loss we must support our fellow mankind,” she said.
Akande-Sadipe wished the patient speedy recovery, urging him to make use of the grant exactly for the purpose it was meant for.

The National Drug and Law Enforcement Agency (NDLEA) has urged communities in the South East to expose those producing ‘’Mkpuru Mmiri”, a highly addictive stimulant that affects the central nervous system.
The Chairman of the agency, Mr Buba Marwa made the call while fielding questions from newsmen after the 2023 budget defence session at the House of Representatives on Thursday in Abuja.
The News Agency of Nigeria reports that ’Mkpuru Mmiri’ is a major narcotic substance largely abused by youths in eastern Nigeria.
Marwa recalled that when the issue of ‘’Mkpuru Mmiri” came up in 2021, he assured that the NDLEA would go after the producers and marketers.
“If your recall, we recently dismantled two laboratories, we are all out in areas where terrible substances are manufactured and we will continue to dismantle more.
“So far, the agency has dismantled 20 over the years; we want to ask communities also to stand up and be a part of this effort.
“Where such things are going on in their surroundings, they should report any suspected manufacturing laboratories that does not only produce ‘’Mkpuru Mmiri”, but any of the other substances,’’ he said.
Earlier at the hearing, Marwa said that the agency had made a huge difference in curtailing drug abuse and trafficking in Nigeria.
According to him, over 19, 000 offenders have been arrested since 2021, with over 6000 jailed and more than 12,000 rehabilitated.
The chairman said that 5,452 million kilogrammes of drugs valued at N420 billion had been confiscated and 740 hectares of cannabis farms destroyed.
He expressed concern that Nigeria still has a drug prevalence of 14.4 per cent which is nearly three times the global average.
“We have about 15 million Nigerians who are using drugs which is equal to the population of Lesotho, Swaziland, Botswana, Gambia and Liberia all combined.
“We in the NDLEA wish to assure this esteemed committee that we are resolute and will remain upstanding in rising to the challenge of our mandate.
“It is to eliminate the cultivation, processing, manufacturing, sale, trafficking and use of illicit drugs and psychotropic substances,’’ he said.
Marwa said that the House Committee on Narcotics had demonstrated commitment to combat drug abuse in the country.
He said this was evident in its efforts to amend the NDLEA Act, enhance the agency’s budget, its support for compulsory drug testing and making NDLEA beneficiary of the Police Trust Fund.
Marwa said there was need to properly fund the agency and insulate its staff from the influence of drug barons.
On the 2022 budget, Marwa said that N38.9 billion was appropriated to the agency for its operations, out of which N10.49 billion was for personnel cost, N998.9 million for overhead and N27.44 billion as capital expenditure.
On the 2023 proposals, Marwa said that of the N40.12 billion earmarked, N21.44 billion was for capital, N16.5 billion for personnel cost and N2.64 billion for overhead.
He said that major projects in the 2023 budget include building of barracks of which N13 billion was allocated, purchase of armoured vehicles for N2 billion and modern arms and ammunition.
The Chairman, House of Representatives Committee on Narcotics, Rep. Francis Agbo (PDP-Benue) said that the committee was satisfied with the work of the agency.
He said that drug traffickers now know that they will be arrested should they come to town or engage in pushing drugs.
Agbo said that when Nigerians commend security agencies in the fight against insecurity, they should also recognize NDLEA’s efforts to cut off the drug supplies responsible for terror in the country.
The committee chairman said that for Nigeria to survive, the fight against drug abuse and trafficking must be won.
The legislator said that the committee would ensure improved budgetary allocation for the agency to enable it discharge its mandate more effectively.
He called on the Federal Government to employ more personnel for the NDLEA, and improve its funding and equipment.

A member of the Lagos State House of Assembly, Mr Desmond Elliot, has offered additional free health insurance to 400 elderly people in Surulere Local Government Area.
Elliot (APC-Surulere 1) disclosed this during the Mega Empowerment Programme he organised for Surulere residents on Thursday in Lagos.
The News Agency of Nigeria recalls that 250 residents of Surulere had in October 2021, benefitted from the free health insurance programme by Elliot.
Elliot, the Chairman, House Committee on , said he had also included 100 youths in the Surulere community to benefit from the programme.
The lawmaker said the programme was mainly targeted at the aged, widows, less privileged and community members, who could not afford to pay for their health services.
“I started this free health insurance for the elderly people in 2021, and we have now upgraded it this time around to treat more ailments that are common with the elderly people.
“So our health insurance programme now covers treatment of ailments such as arthritis, drugs for high blood pressure, rheumatism that usually affected the elderly people.
“Hence, we are having additional 400 elderly people which are now added to the ones we had in 2021 and we also included 100 youths into the programme.
“In all, 500 residents in my constituency have been added to the 250 people that benefitted from this scheme in October,” he said.
On the mode of selection, the lawmaker said it was open to any resident in Surulere, irrespective of the tribe, religion or party affiliation.
He said Toptee Medical Centre had been designated to provide health services for the new 500 residents.
Elliot also announced five LAGRIDE buses, which would be presented to the unemployed youths in the five wards out of the nine wards in his constituency.
According to him, We have nine wards in my constituency but we are starting with five and we will give the other four wards in the next batch.
He said basically, he was trying to ensure his constituents benefited from the state.
Elliot explained that he had paid off the first initial deposits and all other arrears to enable the beneficiaries of the bus to operate.
The lawmaker said he also partnered with EcoBank to give out 200 Point of Sales (POS) machine to small scale business operators to empower them financially.
He said: “Our first scheme is to make sure 200 community members are given POS machines and they will be given N20,000 as startup capital to operate the device.
“I am very passionate about making sure that everybody in my constituency benefit from all these programmes we have put in place for them.
“We are not doing these laudable programmes to solicit for their votes, for us, we are empowering them because they are things we should do as their representatives.
“We are here to represent the people and you can see the level of acceptance and it happened because the Speaker, House of Representatives, Mr Femi Gbajabiamila has done amazing lots.
”
Speaking, the Lead Team of Toptee Medical Centre, Dr Temitope Oludayo applauded the lawmaker for the wonderful health initiative programme.
Oludayo said the clinic would provide health talk every Tuesday for the elderly people in the constituency while free drugs would be administered to them every two weeks.
She noted that they would be given an ID card for proper identification, adding that the hospital address was at 40 Ogunlana Drive, Surulere, Lagos.
Also, the Executive Chairman, Surulere local government area, Mr Bamidele Yusuf, described Eliot as a good listener, who had the feelings of his people at heart.
“We thank God for persons like him in Surulere, and I pray that God will continue to bless us all.
I want you to appreciate him for this laudable project,” he said.
The Chairman, Community Development Committee (CDC), Surulere local government area, comprising 56 CDAs, Mr Wemimo Odumosu, urged other public officers to emulate what he did.
Odumosu said no matter how meager it might seem, if the people had someone to support their health bills, it would go a long way.

The House of Representatives Committee on Defence has summoned heads of security agencies in the country over their refusal to buy arms and ammunition from the Defence Industry Corporation of Nigeria (DICON).
Rep. Taofeek Ajilesoro (PDP-Osun) moved the motion when the Director-General, DICON, Maj.-Gen. Hassan Tafida, appeared before the committee to defend the 2022 budget performance and 2023 budget proposal.
Tafida had accused other security agencies of not patronising DICON for purchase of arms and ammunitions from the corporation, adding that they rather preferred to go outside to buy.
This according to him is because there is no law stopping or compelling them from purchasing arms and ammunition from DICON.
“It is that perception that we cannot provide all the things they need, so they go outside and the law did not restrict them from going outside.
So these are some of the things that need to be corrected.
“This is why DICON must wake up from the status it was to a new status.
We are making effort to ensure that the military industrial complex is a reality in Nigeria,” he said.
He said others in the private sector were already coming in and building factories, stressing that producing the Armoured Personnel Carriers and also going into production of weapons and ammunition was essential.
He said all that was needed to be put in place was the country’s own home grown technology, saying, “if you wait to transfer technology from anywhere, you would not get it so we have to start producing ours”.
Rep. Babajimi Benson, the Chairman of the committee, said there was need to first source arms and ammunition locally before going outside.
He said the lawmakers would give it a legal tooth compelling all security agencies to buy arms and ammunitions from DICON.
“We can give it more legal teeth to ensure that it’s a law, I believe the way it should go is to ensure that we produce more arms locally as much as possible and also look at the possibility of enforcing it.
“ This is because we do not see why it is only the Army that is patronising DICON, the Air force and Navy should also as a matter of urgency patronise DICON.
“And by this, we will save foreign exchange, we will improve our local technology and our youths will have some forms of jobs.

Tinubu said this at the Lagos APC secretariat on Acme Road, Ogba, during the party’s caucus meeting.
Gov. Babajide Sanwo-Olu of Lagos State led all members of the State Executive Council to the meeting, which was presided over by the Lagos APC chairman, Pastor Cornelius Ojelabi.
Tinubu said that he returned to his political base to meet the Lagos APC family stronger than he left it.
According to him, those entrusted with the administration of the party affairs after he weaned himself off the supervisory duty have not made him regret his decision to pursue his presidential ambition.
He passed a vote of confidence on Sanwo-Olu and other party leaders for nurturing the APC political machinery in the state, stressing that the party remained unbeatable in Lagos.
”I left Lagos for Abuja, leaving the party members with Sanwo-Olu, Hamzat, leaders of the Governor’s Advisory Council and other party leaders.
”They are the ones who released me to go to Abuja to contest.
I left with many doubts and I was uncertain about what would be the fate of the party.
I was constantly in touch with the governor and his deputy.
”Sometimes, I would call the party chairman and ask them if we were doing the right thing in Lagos.
The reports they always gave me gave me more courage and confidence to move on with my engagement in Abuja.
”I thank all of our leaders for keeping the party stronger.
I handed over to you an undefeated platform in Lagos.
The manner with which the party affairs have been conducted shows these people have fairly managed the home base,” Tinubu said.
He recalled that his journey to secure the party’s presidential nomination in Abuja was littered with uncertainties, but said the support raised from Lagos APC leadership boosted his confidence to move on and win the primaries.
The party leader said he was in the presidential race to win, but that his fate was in the hands of the party members, who must work hard to get votes for the party at the polls.
Tinubu urged party supporters to move out to the communities in their numbers and canvass voters.
He said that the work must start with the 57 local council chairmen, for them to reach out to aggrieved members of the party at the grassroots, in order to deliver more votes for APC in the general elections.
”Our Local Government chairmen must do better than any other person in delivering votes for our party.
You met this party already built with structures across the communities.
”There may be little cracks here and there, you know what to do.
