CIBN collaborates with FinTech NGR, FSI to promote professionalism

The Chartered Institute of Bankers of Nigeria (CIBN) has signed an agreement with the FinTech Association of Nigeria (Fintech NGR) and FinTech Development and Advocacy Initiative (FSI), to promote professionalism in the financial services industry.

The News Agency of Nigeria reports that the signing of the agreement was witnessed by representatives and members of CIBN, FinTech NGR and FSI, at the Bankers House, Victoria Island, on Thursday in Lagos.

Dr Ken Opara, of CIBN, said the alliance was a unique one in the annals of the Institute.

“First, this is the first time the institute is collaborating with two partners at once for the provision of a certification.

“Secondly, this is the first collaboration agreement to be executed during my tenure.

“Thirdly, this initiative is a further step towards the realisation of the mandate of the institute to promote professionalism, whilst enhancing knowledge and competencies in the financial services ecosystem,” he said.

The Fintech Certification Programme is intended to sharpen the minds and raise awareness of industry players about the importance of leveraging technology for financial inclusion and growth.

Opara said the role of the Institute was to be the bridge that would engender positive handshake among all the players (banks, fintechs, other financial agents) in the financial services industry.

This, he said, would be done through capacity building programmes, training, content development, advocacy and sound corporate governance policies.

The CIBN president also said his administration would be built on six strategic pillars with the acronym FUTURE.

According to him, the first pillar with the alphabet ‘F’ is Financial Innovation and Transformation.

He said, “under this pillar, we plan to among others, institutionalise Fintech Certification in collaboration with other credible bodies to sharpen the minds and awareness of industry players in optimising technology for financial inclusion and growth.

“I am extremely delighted that three months after mounting the saddle of leadership of the Institute, we are taking sure steps towards the achievement of this objective.

“Under this Agreement, the three institutions have come together to award Fintech Certification, which offers an excellent opportunity to bridge the tech talent gap and indeed further drive the implementation of the Competency Framework in the banking and finance industry in Nigeria.

” Opara appreciated the Bankers Committee and the Central Bank of Nigeria for appointing the institute as the Accreditation Agency for the implementation of the Competency Framework.

He said the institute would not take the appointment for granted, expressing its determination to make a success of the assignment, which would lead not only to more knowledgeable professionals but improved service delivery.

Mr Ade Bajomo, President, FinTech NGR, said the partnership was a historic moment for FinTech NGR.

“If you cast your mind back only a few years ago, people were wondering whether FinTechs will take over banks and whether banks will still exist.

“But I think we are getting down to a point where you can see that both FinTechs and banks will coexist, they will co-compete and of course, there will be banks that will be more successful because they’re agile, and there will be FinTechs as well that will be successful because of tapping opportunities that perhaps the banks cannot see.

“But in all of these really, it is essential to develop capacity and capability,” he said.

Bajomo said banking as a profession was well regulated with strong compliance, strong culture of capacity building, knowledge building among others, adding that there was the need to also build capacity within the FinTechs in Nigeria.

“If you look at banking as a profession, it’s well regulated, there’s strong compliance, but there is also a strong culture of capacity building, knowledge building.

“When you look at FinTechs and, indeed, the nature and age of FinTechs in our country, it’s about agility, it’s about innovation; and those things that are lacking in terms of compliance regulations have to form the foundation.

“If we’re going to provide scalable, trustworthy financial services, then we have to build that capacity within the fintech.

“But we also have to build the capacity within banks to be more agile, so that way, it’s a rising tide and our economy will benefit from it, the rest of Africa and the rest of the world will benefit from it,” Bajomo said.

Mrs Aituan Kola-Oladejo, Executive Director, FSI, who described CIBN as a “forward thinking institution,” said the signing of the agreement would sharpen the FinTech industry.

She said, “this agreement will open the gate for more FinTech innovators into the FinTech ecosystem, as what was lacking was trust.

He said the institute would focus on six key strategic pillars: Financial innovation and transformation, Dealing with industry Uncertainties, Trade and finance collaboration.

Others are: Unveiling pathways for membership growth, Reengineering and Rebranding the industry’s business model around Gen Z and Ethical conduct and governance.

Opara noted that with globalisation, the future was largely defined by technology, innovation, efficiency, functional optimisation and fast changing lifestyle.

He stressed that the youthful segment of the society was more characterised by these changes, adding that there was the need to drive initiatives that would attract them.

“Nigeria has one of the highest youth populations in the world out of which 62.26 per cent are within the age of 24 years or younger.

“This demography is aspirational, inquisitive, exploring, innovative, internet-savvy, outspoken, confident, cherishes independence, abhors rigidity as opposed to flexibility, spontaneous and they engage in self-love and expression.

“It becomes, therefore, imperative that practitioners should wake up to the smell of this coffee and weave strategy, operations and practice around the youth,” he said.

Opara further said while concerns around safety, control, stability and processes were quite germane, ignoring the existence of this phenomenon whose time had come would be at the peril of any operator.

The CIBN president pledged that CIBN under his administration would play a pivotal role between the practitioners and the regulators while ensuring adherence to sound corporate governance and ethical behaviour.

The newly inaugurated chairman also assured that he would complete and commission the remaining key projects of his predecessor, adding that he would be doing additional legacy projects.

The institute’s immediate past president, Dr Bayo Olugbemi, thanked the Lagos State Governor, Babajide Sanwo-Olu, represented by the Commissioner for Finance, Dr Rabiu Olowo, and other stakeholders for the support given him during his tenure.

“Today, as I pass on the baton to Dr Ken Opara, whom I have known for many years as a seasoned banking professional, I am absolutely convinced that he would take the institute to greater heights.

“We are now in a new era characterised by digital transformation and other technological advancements post covid.

“As we progress in this new era, I believe that Dr Opara and his team would expertly navigate this new terrain finding more ingenious ways to add value,” Olugbemi said.

Other newly elected officers are: Pius Olanrewaju, 1st Vice President; Oladele Alabi, 2nd Vice President and Mojisola Bakare-Asieru, National Treasurer.

Others in the Governing Council are: Victor Aguwah, Olayinka Odutola, Mary Aina and Segun Oshadare.

Future ebola outbreaks across Africa possible, broader vaccination needed – WHO

Ngoy Nsenga, a leading expert at the World Health Organisation’s (WHO) Ebola response team has said that Ebola is likely to re-emerge in different regions across Africa in the future considering that it is a water-borne disease.

Nsenga, who made this known in an interview with Sputnik, said that the likelihood of the re-emergence of the virus had made broader vaccination imperative.

“Ebola will appear again somewhere, but we need to be ready to circumvent that outbreak and avoid that it expands to the magnitude of the outbreaks that we had in the past.

“We’ll have this kind of cases popping up from time to time.

“The big deal is how do we prevent it, even if we have few cases, from expanding and having a huge outbreak that expands even beyond the border of the (Democratic Republic of the Congo) DRC,” Nsenga warned.

The expert added that vaccination would be a key solution to the health crisis.

“Vaccination will definitely be a way to go, but at this point, I don’t think this vaccine is given outside of the outbreak.

“It’s only provided to people who had contact (with infected people) when the outbreak occurs,” Nsenga noted.

DRC Health Minister Eteni Longondo said on June 1 that a new Ebola outbreak had been reported in the city of Mbandaka, located in the country’s northwest.

The epidemic began in August 2018 and has claimed more than 2,200 lives.

In light of COVID-19 uncertainties and the global economic and trade environment, China has set no specific target for 2020 economic growth.

The decision was made because the country will face some factors that are difficult to predict in its development due to the great uncertainty regarding the COVID-19 pandemic and the world economic and trade environment.

China aims to create over 9 million new urban jobs, record a further drop in energy consumption per unit of GDP, and save more than 2.5 trillion yuan (about 350 billion U.S. dollars) for enterprises throughout the year.

EXPANDING INVESTMENT FOR SMARTER, CONNECTED FUTURE

EXPANDING INVESTMENT FOR SMARTER, CONNECTED FUTURE

EXPANDING INVESTMENT FOR SMARTER, CONNECTED FUTURE

Amid contraction of global trade and investment, China aims to spur effective domestic investment by planning more special local government bonds, with priority given to new infrastructure, new urbanization initiatives and key projects.

Major moves will focus on developing next-generation information networks, expanding 5G applications, building more charging facilities and promoting wider use of new energy vehicles.

Rather than resorting to a massive flood-like stimulus to prop up growth, China is seeking more precise investments in projects that are able to incubate innovation and fortify foundations for future economic and social development.

EAST AND WEST, COORDINATION IS THE BEST

EAST AND WEST, COORDINATION IS THE BEST

Amid virus-caused disruptions to global economy and trade, China aims to create a new development pattern that domestic and foreign markets can boost each other, with the domestic market as the mainstay.

The country will continue to promote large-scale development in the western region, the full revitalization of the northeast, the rise of the central region, and the trailblazing development of the eastern region. It will also advance coordinated development of the Beijing-Tianjin-Hebei region, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and the integrated development of the Yangtze River Delta.

China will actively expand imports, especially with the help of the third China International Import Expo to be held later this year.

To facilitate foreign investment, China will further implement the foreign investment law, shorten the negative list for foreign investment, further open up the service sector, and improve the business environment. Also, China's confidence and determination to join hands with other countries in advancing the Belt and Road remain unchanged despite the pandemic.

China's long-expected civil code, adopted at the closing meeting of the annual legislative session, is a milestone in the country's advancement of the rule of law.

In addition to general provisions and supplementary provisions, the code has six parts on property, contracts, personality rights, marriage and family, inheritance and tort liabilities.

The civil code fully reflects the vision of people-centered development and highlights respect and protection of personality rights by incorporating personality rights provisions into an independent part.

While going all out to implement regular epidemic prevention and control, China will step up efforts in building a stronger public health protection network to better protect people's lives and health.

Such efforts include reforming disease prevention and control system, boosting the capacity for epidemic monitoring, early warning and emergency response, perfecting the treatment system for major epidemics, improving public health emergency laws and regulations, and launching extensive initiatives to improve public sanitation.

These efforts are a manifestation of China's steadfast commitment to human rights protection. They will help fix the weak links in public health and medical service systems, and contribute to building a moderately prosperous society in all respects.

China's national legislature has adopted a decision on national security legislation for the Hong Kong Special Administrative Region, a move necessary for closing the legal loopholes in Hong Kong.

The central government will continue to fully and faithfully implement the policy of "one country, two systems." It will support Hong Kong and Macao in growing their economies, improving living standards and better integrating their development into China's overall development, and help them maintain long-term prosperity and stability.

China will adhere to the major principles and policies on the work related to Taiwan and resolutely oppose and deter any secessionist activities seeking "Taiwan independence."

China has reaffirmed that it will always pursue an independent foreign policy of peace, and continue to advance friendship and cooperation with other countries as it opens up wider to the rest of the world.

China stands ready to work with other countries to strengthen international cooperation on epidemic prevention and control, promote global economic stability and advance global governance.

The country will uphold the international system with the United Nations at its core and an international order based on international laws, and push for the building of a community with a shared future for humanity.

Future of Nigerian courts uncertain due to COVID-19, says NBA chairman

Mr Dele Oloke, the Chairman of the Ikeja Branch of the Nigerian Bar Association (NBA), says  Nigeria’s legal system faces uncertain future due to  social changes brought about by the COVID-19 pandemic.

In an interview with the News Agency of Nigeria ahead of the May 1 Worker’s Day’ celebration, Oloke alleged that  plans regarding the management of the COVID-19 pandemic did not put the legal profession into consideration.

“The government of Lagos State and the Federal Government have been discussing about the organised private sector and how civil servants will go back to their offices.

“Nothing has been said about the resumption of the Nigerian court system which has been put in jeopardy due to the coronavirus pandemic.

“Faced with this problem, the judiciary in Lagos State is trying to bring about technology-oriented court sessions, but this is constructed with a lot of impossibilities,” he said.

He said that poor electricity supply would be  the first obstacle to the operation of technology-based court sessions.

“Second, the courts are in tatters and there are so many factors inhibiting the possibility of a proper court session being organised.

“We were even informed that only time-bound fundamental rights cases will be attended to.

“The issue is:  If courts continue to operate at this level, where is their economic dependence?” he asked.

The chairman claimed  that the governments had yet to provide palliatives to lawyers whose earnings had been adversely affected by the coronavirus pandemic.

He, however, urged lawyers not to relent in the face of their recent loss of earnings and financial difficulties but speak with “one voice”.

“No palliatives have come to the NBA which members run into thousands across Nigeria. No one is immune to hunger if the court does not work

“As we mark Labour Day, Nigerian lawyers must speak with one voice.

“We are in a big mess because no one wants to die of the pandemic and, at the same time, no one wants to die of starvation.

“Lawyers must not despair during these times and I am urging the Nigerian Government that in everything it does, it should remember the judiciary and the court system,” he said.

According to the chairman,  lawyers are  central to the survival of Nigeria as a nation.

“Social upheaval is controlled with the instrumentality of the law and society cannot live without laws.

The consequences of relegating the courts will be enormous in times of social disorder,” Oloke said.

Macron invites Sahel leaders for talks on future of French mission

French President Emmanuel Macron on Wednesday said that he had invited the leaders of five Sahel countries to talks about France’s military support in their fight against extremist groups.

His announcement, after a summit of the NATO military alliance in London, came nine days after 13 French soldiers were killed in a helicopter collision during an operation against militants in Mali.

Macron, who after the deaths said France was looking at “all strategic options”.

He said he considered that the “legitimacy” of the six-year-old deployment was “confirmed” and that it was still “part of our security”.

But he said that he expected the leaders of Burkina Faso, Chad, Mali, Mauritania and Niger to “clarify and formalise what they are asking for from France and the international community’’.

“France – the former colonial power in the region – could not accept ambiguity towards the anti-French movement,’’ Macron said.

The national leaders also had to carry out “the necessary political work on their side… so that our military and development work can really be of use’’, Macron said – singling out Mali and Burkina Faso.

France has 4,500 troops based in Mali, Niger and Chad to combat militants in the region.

Macron said that if the issues he wished to raise were clarified at the talks in Pau, southern France on Dec. 16, then he would look to “structure a new coalition around us with the European partners, who are already present’’.

NATO leaders to address current, future threats on day two of summit

NATO leaders are due on Wednesday to discuss diverse threats facing the military alliance, on day two of a 70th anniversary summit overshadowed by divisions about strategy and burden sharing.

The leaders will meet at a luxury golf resort in Watford, 25 kilometres north-west of London, for three hours of formal talks.

The summit began on Tuesday with a reception hosted by Queen Elizabeth II.

Earlier, several leaders held bilateral meetings.

The 29 allies are to formalise around 50 decisions adapting NATO to a changing global security environment.

This includes recognising space as a fifth operational domain alongside land, air, sea and cyber.

They will issue a joint declaration reiterating allies’ commitment to collective defence, nuclear deterrence, increased defence spending and NATO’s open door policy which should see North Macedonia soon join as its 30th member.

For the first time, leaders will address the “opportunities and challenges” posed by China’s growing influence, while also pledging to ensure “the security of our communications, including 5G.”

The alliance has been shaken by French President Emmanuel Macron’s recent criticism about the “brain death” of NATO, in the wake of U.S. and Turkish military action in north-eastern Syria that threatened advances made against the Islamic State extremist group.

The issue dominated Tuesday’s talks, as U.S. President Donald Trump lashed out at Macron’s “very, very nasty” and “insulting” remark.

The French president refused to back down, however, arguing that NATO should prioritise these strategic issues over disputes about burden-sharing.

In their summit declaration, the leaders are to pave the way for a “forward-looking reflection process” to strengthen NATO’s political dimension.
