The Nigerian Shippers’ Council (NSC) has reiterated deepened commitment to the promotion of the country’s non-oil export.
Mr Emmanuel Jime, Executive Secretary, NSC, said this when Dr Ezra Yakusak, Executive Secretary, Nigerian Export Promotion Council (NEPC) led a team to visit him on Tuesday in Abuja.
Jime expressed the council’s readiness to partner with the NEPC to ensure compliance of trade rules by exporters and importers in the country.
”I am informed that there is a high level of non compliance to trade rules, now we think that this is actually a problem of both importers and exporters.
”So to address this challenge the NSC will like to collaborate with you to organise more enlightenment seminars and you have already called for it, so this is our acceptance of the need to have that partnership.
”And in doing this, we intend that there should be seminars so that exporters and importers can imbibe ethics of integrity in international trade.
”These are areas I think that partnership will lead us into developing and understanding.
”The NSC is fully committed, I want to promise you this, to support all measures towards promoting non-oil export in Nigeria.
”And in this regard, we are ready to synergise and collaborate with the Nigerian Export Promotion Council to be able to achieve this,” he said.
On the Domestic Export Warehouse (DEW), Jime explained that it was the council’s duty in collaboration with critical agencies to develop the standard operating procedures for the warehouse.
”We think we also need to provide guiedlines for setting of tarrif for the operation of the export warehouses,” he said.
Jime advocated the usage of the inland dryport as part of the domestic warehouses.
He said the council would create a level playing field for ports service providers, users and exporters.
”We intend to remain fair in our activities.
”We are unbiased and we think it’s our job to ensure that decisions taken in the ports sector are arrived at true consultations with all the stakeholders.”
Jime granted the request of Yakusak to assign some officers of the NSC to join the NEPC team in a walk aimed at sensitising Nigerians on the need to massively invest in the non-oil sector on May 13.
Earlier, the NEPC boss commended the NSC’s efforts and collaboration aimed towards repositioning the non-oil sector of the country.
While also commending shippers council for the role they were playing on the DEW project, Yakusat appealed that a desk officer be assigned as liaison on the DEW matters and project.
”I also want to request that an officer be specifically assigned as liaison on the domestic export warehouse matters and project.
”This will ensure smooth interface between operators of the project and exporters as well as speedy or smooth take off of the project.
The News Agency of Nigeria reports that the DEW initiative, when fully implemented, will curb logistic constraints in the non-oil sector.
The Federal Government says measures have been intensified to eliminate multiple cargo screening, encourage priority and free movement of designated export containers to increase export volume.
The Secretary of the Presidential Business Enabling Environment Council (PEBEC), Dr. Jumoke Oduwole, stated this in Abuja at a session on the Midway National Action Plan (NAP) 7.0.
The session is critical to the trajectory of the seventh iteration of the NAP 7.0 60-day accelerator, and updates on the progress of the agricultural and non-agricultural export plan.
Oduwole, who is also special adviser to the president on ease of doing business, said the implementation of the designated export warehouse (DEW) project would speed up the process.
She said that this was necessary to improve the drastic reduction in the current time for the examination of export cargo, as well as the congestion in the terminals and to create space for new containers.
“A reform in the payment and verification process will boost foreign exchange earnings from exports if exporters have unrestricted access to the foreign exchange earnings they earn.
“It is also pertinent to extend the privileges granted to remittances from the Diaspora to have free access to their foreign currency.
"The essence of NAP 7.0 is also to ensure a higher volume of exports and volume of foreign exchange in the country."
He explained that the Federal Government through PEBEC had established a 60-day export action plan as part of its efforts to make it easier for people to do business in the country.
The 60-day agro-export action plan is part of the priority reforms to be implemented, Departments and Agencies (MDA), to boost ease of doing business in Nigeria.
At the end of the 60-day window, MSMEs are expected to experience an easier time doing business in the country.
The action plan, among other things, aims to ensure that perishable agricultural products destined for export can move freely through our ports.
She said NAP 7.0 was designed to break the "mediocre performance" of previous plans, in which relevant ministries, departments and agencies (MDAs) underperformed by 44 and 43 percent.
“In fact, the faithful implementation of the agro-export scheme is expected to boost the competitiveness of Nigeria's agro-exports and create jobs.
"It will also enhance Nigeria's foreign exchange earnings and provide good rewards for the work of farmers across Nigeria," he said.
Giving more explanation about NAP 7.0. Agro-export reform interim progress report on day 30 of 60, expressed concern that some MDAs were making slow progress in terms of reform.
She said a collaborative approach was necessary to get everyone on the same page.
“That's why we're very transparent because everyone needs to be on the same page to understand what the issues are and what we're trying to accomplish, where we are and where we hope to be.
“We need to be transparent and tell everyone that this is where we are today, right now some are at 22 or 32 percent, and we all knew what we could do.
“For whatever reasons, some MDAs are making progress and some are not, some have given different reasons. Some are legit while some are not,” she said.
According to her, there is a possibility that some MDA could do better and are not doing it.
“Whether we feel there are challenges limiting them or we feel there is apathy or something else, the challenges are not insurmountable.
“What we can do is push, this is the mid-term report and it will be presented to PEBEC
“We promised Nigerians that we will give the interim report, now as a team let us all see it together.”
Therefore, he asked for the cooperation of all MDAs to achieve the goal set for NAP 7.0.
The Nigerian News Agency reports that Oduwole was assisted by David Uzosike, Head of Technical Unit, PEBEC, Ayokunnu Ojeniyi, Project Manager of PEBEC and Toyin Bashir, Head of Legal Group, PEBEC during the presentation of the report. .

Atlantic Marine Engineering Services (AMES), promoter of the dry port of Edo Inland Container, is working with manufacturers' associations and chambers of commerce to begin exporting to the port.
Dr Charles Akhigbe, MD / CEO of AMES-Edo Inland Container Dry Port revealed this Thursday in an interview with the Nigeria News Agency (NAN) in Benin.
Akhigbe said the port has a Domestic Export Warehouse (DEW) that serves as a one-stop-shop for exporters and trade operators.
“We are contracting with chambers of commerce, manufacturers' associations as well as individuals to start exporting non-petroleum products from Edo through the inland dry port.
“Exporters of agricultural products from the Edo region no longer need to go to Lagos because everything exporting can be done at the dry port.
“The DEW initiative led by the Nigerian Export Promotion Council will ensure that exporters operate under one roof to obtain certification for their products.
“Once the product meets the necessary export standards, it will be packed and loaded into a container and shipped directly to the designated shipping line,” he said.
He said the port would start operations before the end of April, urging exporters to take advantage of lower tariffs and logistics costs.
He also urged MSMEs to enter into the Federal Government's Export Development Fund to enable them to boost their exports of agricultural products. (NOPE)(NAN)
