A section of the Zuba Estate completed.
The Minister of State for Public Works and Housing, Mr. Umar El-Yakub, praised the Directorate of the Federal Housing Authority (FHA) for its efforts to provide affordable housing for citizens.
The minister delivered the eulogy at an inspection tour of the Zuba and Bwari Mass Housing Estates in Abuja on Tuesday.
The Zuba Mass Housing Project, which is more than 90 percent complete and will soon be commissioned, sits on 18 hectares of land and houses 748 units of three, two, one-bedroom units and terrace maisonette blocks .
The urbanization has 100 percent completed standard infrastructure of road drainage, external water distribution network, electricity reticulation, perimeter fence, water stations and other facilities conducive to habitation.
“This is a mixed development community. In fact, it is a community because it not only has the houses that are in one-bedroom, two-bedroom and three-bedroom condominiums, as well as the three-bedroom townhouses.
“They are having a proper installation. He was happy to see that even the 3-bedroom terrace houses had private bathrooms.
” It is not common to have houses that are all with bathroom, obviously it offers more comforts for the residents and also when they have visitors and guests.
“These are affordable homes. So for you to have such affordable buildings, the authority is really worth praising,” El-Yakub said.
The Nigerian News Agency reports that the Bwari project was conceived as part of the Federal Government's Economic Sustainability Plan and stands at 375 hectares to be completed in detached phases by March 2022.
The first phase covers 54 hectares for residential, commercial, educational, religious, special units and other support facilities. There will be 337 units of one, two, three and three-bedroom townhomes.
Praising the Bwari project, El-Yakub said the contractors had reached an appreciable level of construction, adding that it was another example of how infrastructure was impacting the economy.
” This site has 72 on-site contractors ranging from those who do the installations to the infrastructure and services for the building itself. And each side has hired direct jobs of about 3,500 people and, of course, a lot of indirect jobs.
“So this is one of those significant impacts of the delivery on the infrastructure, it's not just delivering the affordable housing scheme for Nigerians, but of course what goes into the project as we deliver it.
“So this is the Buhari Administration doing what it is best known for, delivering infrastructure for the development of Nigeria, Nigerians and the prosperity of the people,” the minister said.
Also speaking at the project visit, FHA Managing Director Senator Gbenga Ashafa was optimistic that the first phase of the project would be delivered within the projected 48 months for completion.
“All things being equal, we have given this project 48 months to be delivered, that is, 2024, sectors 1 and 2 must be delivered, that means that the 337 units must be ready by month 36.
"We hope we don't run into any official challenges because the buyers are there, this location is very close to the law school here in Bwari and it's very close to other educational institutions, like Jamb and the rest of them," Ashafa said. .(www.nuevo.ng)PUO/IAA

FCT Minister, Alhaji Muhammad Bello, and the Federal Housing Authority, have asked a High Court to dismiss a suit challenging an illegal demolition of the residence of Abuja socialite, Joseph Kpokpogri.
Other Defendants in the suit are the Federal Capital Territory Administration and the Federal Capital Development Authority, Abuja Metropolitan Management Council and the Attorney-General of the Federation.
The Minister, alongside the Federal Housing Authority, FHA, through their lawyer, Dr Mubarak Adekilekan, maintained that the court was bereft of the jurisdiction to entertain the suit.
The defendants contended that the suit was filed “by a lawyer not known to law”.
According to them, Ozekhome, was the name on the seal of the Nigerian Bar Association, NBA, that was affixed on all the court processes, a search at the Supreme Court disclosed that such name does not exist in the nominal roll of lawyers.
Besides, the defendants, contended that the plaintiff, Kpokpogri, whose house was demolished, failed to disclose any reasonable cause of action to warrant the exercise of the court’s discretion in his favour.
Consequently, they prayed the court to dismiss the suit.
However, counsel for the plaintiff, Dr Benson Igbanoi, noted that the suit was originally fixed for the court to hear a motion his client filed for interlocutory injunctions against the defendants.
Igbanoi said he was surprised that though the defendants filed the objection since August 12, they waited till last Friday to serve same on his client.
He alleged that the defendants are deliberately frustrating the hearing of the suit, the plaintiff’s lawyer, urged the court to proceed with the business of the day.
In a ruling, Justice Charles Agbaza held that once a preliminary objection is raised to challenge the jurisdiction of the court, such motion must be heard and determined first before any further step could be taken in the matter.
He, therefore, adjourned the matter until Oct 12 for hearing of the preliminary objection .
The court had on July 15, extended its order that restrained the FCT Minister from completely demolishing Kpokpogri’s residence.
The injunctive order followed an ex-parte application the plaintiff who is a former lover of popular Nollywood actress, Tonto Dikeh, filed through his team of lawyers led by Ozekhome.
Justice Agbaza held that the order would subsist until the hearing and determination of the suit before the court.
Ozekhome, had told the court that some persons from the Federal Capital Development Authority, FCDA, had on May 14, invaded his client’s residence, “accompanied by a multitude of heavily armed policemen and bulldozers and excavators”, and commenced the demolition of his house, beginning with the boys quarters.
He told the court that agents of the FCDA threatened to return for total demolition of Kpokpogri’s house, even though they failed to give any reason for their action.
Ozekhome, SAN, begged the court to intervene in the matter, in the interest of justice.
Specifically, the court, issued an order of interim injunction restraining the defendants from trespassing on or further trespassing on, demolishing, or further demolishing the property known as Plots 203 and 204, 27 Road, Gusape District, Apo Estate, Abuja.
The plot is said to be covered by letters of allocation issued by the Federal Housing Authority with Ref. No. .
203 and Ref. No. .
204.
The order also restrained the defendants from evicting the occupants of the said property or in any way interfering with the plaintiff’s exclusive right of possession of the said property pending the determination of the suit.
The plaintiff, in the suit is asking the court to the order the defendants to pay him aggravated and general damages to the tune of over N2 billion.
Kpokpogri, in an affidavit deposed to in support of the motion said that he was the owner of all the property covered by letters of allocation issued by FHA with reference No. .
203 and reference No. .
204.
He averred that he was entitled to the statutory right of occupancy and exclusive possession of the said plots having been lawfully acquired from two separate individuals, Mr Muyideen Obans and Mrs Alaba Akindele, who were the original allottees of the lands from the (AGF) 6th defendant.
“The letters of allocation of the land to the original allottees dated Jan. 14, 2015 with No. .
203 and .
204, issued by FHA Abuja are hereby exhibits A and Al.” he claimed.

The Managing Director, Federal Housing Authority (FHA), Sen. Gbenga Ashafa, says provision of adequate security of life and property is a key factor for consideration in construction of FHA estates nationwide.
Ashafa said this at the inauguration and handover of a Police Post donated to the Federal Capital Territory (FCT) Police Command Lugbe by the FHA on Wednesday, in Abuja.
According to him, the Police Post is the fulfillment of the promise the authority made to the Police earlier that they would be relocated to a befitting place and that the authority does not joke about security issues.
Ashafa said that in spite of the spate of insecurity across the country, the authority’s estates nationwide were well secured, adding that the organisation did not take security for granted.
“The purpose of coming together is just to show the world that in whatever we do in terms of the provision of houses for the people who are citizens of Nigeria, here at FHA, we take security seriously.
“I will refer to the Police Post as the symbol of security for the entire Lugbe area.
This is not the only one that we have here; we have a police station that is fully equipped, and fully manned.
“This is just the FHA, and whether there is any threat to live anywhere, when you get to any of our estates, you will find out that it is well secured through partnerships with all the law enforcement agencies.
“As we are talking, it is not only the Nigeria police that we have this kind of relationship with.
“If you go to our estate in , about five blocks within that estate are being inhabited by security personnel to give the proper security and safety to the people as the case may be,’’ he said.
The FHA boss said this was a partnership toward delivering their Corporate Social Responsible (CSR) to the society in the area of security.
He urged all Nigerians to play their own role in ensuring a safe society, adding that the issue of security should not be left to the law enforcement agents alone.
Responding, the FCT Commissioner of Police, (CP) Mr Babaji Sunday, appreciated the management and staff of FHA for supporting the security agenda of President Muhammadu Buhari, and thanked the organisation for the gesture.
Sunday promised the immediate deployment of personnel to the post, and pledged that the facility would be judiciously used.
He was represented at the occasion by the Assistant Commissioner of Police (ACP) in charge of Operations, FCT Command, Mr Mode Bunza.

The Federal Housing Authourity (FHA) on Thursday warned the public against patronising land grabbers (popularly called Omo-Oniles) selling encroached parcels in Gowon Estate, Lagos State.
The News Agency of Nigeria reports that Alhaji Daud Oybanji, Community Development Association (CDA) Chairman, North, Gowon Estate, in an interview, had raised alarm over activities of land grabbers.
Oybanji told NAN the land grabbers were selling open spaces by Olorun Adaba Bus Stop inside the estate, on the portion where automobile mechanics were working.
He called for urgent help from FHA to prevent the land grabbers from “breaking the fence as it was done in Ejigbadero side of the estate”.
Oyebanji also complained of mechanics within the estate who had refused to use designated land for them but were encroaching on walkways and road
He said they were, thereby, damaging the infrastructure with their operations.
Responding, FHA in a statement by its spokesman, Mr Kenneth Chigelu, said the issue was not reported to the authourity.
He, however, warned the public against falling victims to fruadsters illegally selling government land.
Chigelu said all land in the estate belonged to the Federal Government, so the public should not patronise land grabbers but visit the FHA office for all transactions.
“If they (land grabbers) don’t see buyers, they will stop selling.
Before land is legally acquired, a process of search must be undertaken to ascertain the genuity.
“For government land, valid allocation letters are given.
For family land, they are usually charted, to ensure they do not fall under government acquisition.
“Anybody illegally buying government land is only wasting resources and time, because government must eventually recover it.
“Even when developed, such illegal development risks demolition,” he said.
The spokesman said that FHA had already begun sanitising its estates and would soon extend its ongoing Lagos operations to Gowon Estate.
He said the authority had also started erecting sign posts in all its estates and lands starting from the South West.
Chigelu said that the exercise would be carried out throughout the nation.
‘Unfortunately, some of these land grabbers, in their desperate attempt to defraud have started tampering with them (signposts).
“FHA is using this medium to warn them to desist from such, because anybody caught would face the full wrath of the Federal Government,” he said.
Chigelu also appealed to residents of Gowon Estate and other estates across the nation to pay ground rents for the authourity to be able to properly manage their infrastructure.
On the ongoing regeneration of FESTAC Town, Chigelu said FHA was working round the clock with stakeholders’ in a bid to resolve several issues.
“We are working with stakeholders, such as the FESTAC Town Residents Association.
“We started with the relocation of the mechanics and artisans, by relocating them to the site provided for them on the 6th Avenue.
“We are also trying to resolve the issues of illegal development around the 9th Avenue.
Like I said, the work is huge and we are equal to the task.
“We will keeping working until we get the result we want, which will be to the benefit of residents.
“As soon as we are done, we will be facing the other estates,” the spokesman.
said.
He said that the FHA was stepping up its Development Control efforts in the estates, to forestall further deterioration and illegal development.
“Our presence will be noticeable soon,” he said.

The Management of Federal Housing Authority (FHA) says it is set to recover all property and parcels of land in its estates taken illegally.
The management made this known in a statement by the Head, Public Affairs, FHA, Mr Kenneth Chigelu, on Tuesday in Abuja.
According to him, the authority will not be deterred in ensuring that all government property taken illegally are recovered in all her estates.
Chigelu said the recovery of the property and lands had started since Sen.
Gbenga Ashafa, became its Managing Director.
”FHA has started undergoing a process repositioning in all areas of its operations.
“The process has led to the elimination of fraudulent acquisition of lands and property, as was the case in the past.
“The exercise which started from Abuja, FCT and Lagos, South West zone, where the cases are much, has spread to the other zones,” he said.
Chigelu said the exercise affected Miracle City Church (Ambassador Royal Ministries) as it had no valid title on the 15,000sq meters of land it was claiming.
He said the Church had no approved building plan, neither could it boast of receipts of payment or genuine survey plans.
“Federal Housing Authority as a government agency, has legitimately laid down procedures for land allocation.
The Church has no evidence of any of these processes.
“FHA as a responsible government agency, statutorily has the responsibility of embarking on Development Control measures in her estates.
“These include serving of Stop Work orders to control contraventions and illegal developments,” Chigelu said.
He said that the Church should make public its valid land allocation papers, approved building plan, and evidence of of the land to enable the Authority review its status in FHA Estate.

An FCT High Court on Friday extended the order that prevents the Minister of the Federal Capital Territory, FCT, Muhammad Bello, from continuing to demolish the residence of a businessman, Joseph Kpokpogri.
Other defendants in the lawsuit include the Federal Capital Territory Administration and the Federal Capital Development Authority, the Abuja Metropolitan Management Council, the Federal Housing Authority and the Federal Attorney General.
The court order followed an ex parte request filed by Kpokpogri through his attorney, Mike Ozekhome, SAN.
Judge Charles Agbaza held that the order would subsist pending the hearing and determination of the claim before the court.
“This court has the power to grant an extension of the order in the exercise of its discretion in order to preserve the Res (subject matter) of this lawsuit.
“It will serve the interest of justice to allow the order to remain alive until the determination of the matter.
Consequently, this matter is postponed until September 12, ”said Judge Agbaza.
The FCT minister, through his lawyer, Y.
Abubakar, urged the court to annul the restraining order which, according to him, should expire after seven days.
“Exactly eight days have passed since the order was placed.
"The rule of this court states that such an order shall be annulled after seven days and there is no formal request for its extension," Abubakar filed.
However, Richard Ebie, who represented the plaintiff on Friday, urged the court to revalidate the order, which he argued did not have a definitive duration until the determination of the case.
“There is no formal request before this court to set aside the ex parte order made on July 7.
“This is a case where one party had on its own, decided to take the laws into its own hands.
“If the order is rescinded, that means they will have some wiggle room to continue with the demolition,” Ebie added.
After listening to both lawyers, Judge Agbaza dismissed the oral request of the FCT Minister's lawyer.
Ozekhome, on the latest adjournment date, told the court that some people from the FCDA on May 14 invaded his client's residence, accompanied by a crowd of heavily armed police and bulldozers and bulldozers", and began the demolition of his house, starting with the boys' rooms.
He alleged that the FCDA agents threatened to return for the total demolition of Kpokpogri's house, even though they gave no reason for their action.
Consequently, Ozekhome begged the court to intervene in the matter, in the interest of justice.
Specifically, the court issued an injunction order prohibiting the defendants from trespassing or further trespassing, demolishing or further demolishing the property known as Plots 203 and 204, 27 Road, Gusape District, Apo Estate, Abuja.
The parcel is said to be covered by letters of allocation issued by the Federal Housing Authority with Ref.
No. 203 and Ref.
No. 204.
The order also prohibited the defendants from evicting the occupants of said property or otherwise interfering with the plaintiff's exclusive right of possession of said property while the lawsuit is being resolved.
The plaintiff, in the lawsuit, asks the court to order the defendants to pay him aggravated and general damages in the amount of more than N2 billion.
Kpokpogri, in an affidavit filed in support of the motion, stated that he was the owner of all property covered by the FHA-issued letters of award reference No. 203 and reference No. 204.
He asserted that he was entitled to the legal right of occupancy and exclusive possession of said parcels having been legally acquired from two separate individuals, Mr. Muyideen Obans and Ms. Alaba Akindele, who were the original assignees of the lands of the (AGF) 6th defendant .
"Letters of Land Allotment to Original Awardees dated January 14, 2015 bearing numbers .203 and .204, issued by FHA Abuja, are hereby Exhibits A and Al." he stated.

The Public Affairs Officer, FHA, Mr Kenneth Chigelu, said this in a statement on Thursday in Abuja. He called on management to come up with the exact quantity of work remaining to be put in the estate, to determine the actual time for the final completion of the project.
