Oleg Deripaska has been sanctioned by the U.S.
A former top FBI official in New York has been arrested over his ties to a Russian oligarch, law enforcement sources told ABC News Monday.
Charles McGonigal, who was the special agent in charge of counterintelligence in the FBI's New York Field Office, is under arrest over his ties to Oleg Deripaska, a Russian billionaire who has been sanctioned by the United States and criminally charged last year with violating those sanctions.
McGonigal retired from the FBI in 2018. He was arrested Saturday afternoon after he arrived at JFK Airport following travel in Sri Lanka, the sources said.
McGonigal pleaded not guilty to the four-count indictment unsealed Monday in Manhattan.
The judge ordered him released on a $500,000 personal recognizance bond plus restrictions on his travel and prohibitions on contacting anyone associated with the case.
He was charged along with a court interpreter, Sergey Shestakov, who also worked with Deripaska.
McGonigal, 54, is charged with violating U.S. sanctions by trying to get Deripaska off the sanctions list. McGonigal is one of the highest ranking former FBI officials ever charged with a crime.
McGonigal and Shestakov, who worked for the FBI investigating oligarchs, allegedly agreed in 2021 to investigate a rival Russian oligarch in return for payments from Deripaska, according to the Justice Department. McGonigal and Shestakov are accused of receiving payments through shell companies and forging signatures in order to keep it a secret that Deripaska was paying them.
Both face money laundering charges in addition to charges for violating sanctions. Each of four counts carries a maximum sentence of 20 years in prison.
"The FBI is committed to the enforcement of economic sanctions designed to protect the United States and our allies, especially against hostile activities of a foreign government and its actors," FBI Assistant Director in Charge Michael Driscoll said in a statement. "Russian oligarchs like Oleg Deripaska perform global malign influence on behalf of the Kremlin and are associated with acts of bribery, extortion, and violence."
Driscoll continued, "As alleged, Mr. McGonigal and Mr. Shestakov, both U.S. citizens, acted on behalf of Deripaska and fraudulently used a U.S. entity to obscure their activity in violation of U.S. sanctions. After sanctions are imposed, they must be enforced equally against all U.S. citizens in order to be successful. There are no exceptions for anyone, including a former FBI official like Mr. McGonigal."
After leaving the FBI, McGonigal subsequently worked for Deripaska through a law firm representing the Russian oil tycoon.
He made at least $25,000 working as an "investigator" for the law firm on the Deripaska matter, according to the indictment.
McGonigal then worked directly for Deripaska, getting an initial payment of $51,000 and then payments of $41,790 each month for three months from August 2021 to November 2021.
He told friends he was working for "a rich Russian guy," according to the indictment, and stressed his work was legal. In conversations about Deripaska, he would often be referred to by McGonigal and Shestakov as "the big guy" and "you know whom."
The U.S. Attorney's Office in Washington, D.C., unsealed a separate case Monday against McGonigal on charges he received $225,000 in cash from an individual with business interests in Europe who McGonigal knew was an employee of a foreign intelligence service.
The nine-count indictment alleges between August 2017 and September 2018, leading up to his retirement from the FBI New York Field Office, McGonigal concealed from the bureau his relationship with this unidentified former foreign intelligence officer all while traveling abroad with the person and meeting foreign nationals. The person is described as an Albanian national who was employed by a Chinese energy conglomerate.
The person later "served as an FBI source in a criminal investigation involving foreign political lobbying" over which McGonigal had a supervisory role.
In the court appearance in Manhattan Monday, assistant U.S. Attorney Derek Wikstrom said McGonigal would appear virtually Wednesday before a federal judge in D.C. to be arraigned on allegedly taking $225,000 from the Albanian businessman.
A lawyer for McGonigal has not responded to ABC News' request for comment.
Shestakov, 69, who was living in Morris, Connecticut, also allegedly lied to FBI investigators in November 2021 about his relationship with Deripaska. In addition to the other charges, he has been charged with one count of making false statements.
Deripaska, an aluminum magnate, was among two dozen Russians sanctioned in 2018 by the Treasury Department as punishment for "the Russian government's ongoing and increasingly malign activities in the world," according to Treasury officials.
The FBI searched his homes in New York and Washington in 2021.
The 55-year-old Deripaska is worth $1.7 billion, according to Forbes' Billionaires List, though he was worth nearly $7 billion in 2018 -- the same year sanctions kicked in by the U.S.

Charles F. The individual later served as an FBI source in a criminal investigation involving foreign political lobbying over which McGonigal had official supervisory responsibility. McGonigal is accused of engaging in other conduct in his official capacity as an FBI Special Agent in Charge that he believed would benefit the businessperson financially.
McGonigal’s initial appearance in the District of Columbia has not yet been scheduled.
McGonigal is charged with concealing material facts and with six counts of making false statements, each of which carries a maximum penalty of five years of imprisonment. McGonigal is also charged with two counts of falsification of records and documents, each of which carries a maximum penalty of 20 years of imprisonment.

Slapdash, direct-to-video horror sequels cropped up like weeds in the 2000s, but no title from this particular era continues to receive as much flak as American Psycho 2 (sometimes subtitled All American Girl). As people probably know by now, this began as an original movie called The Girl Who Wouldn’t Die before someone at Lionsgate had the bright idea to make it into a sequel to American Psycho. To say critics and audiences back then hated the decision would be an understatement. Yet in this time of constant reevaluation of overhated cinema, maybe Morgan J. Freeman‘s American Psycho 2 isn’t a complete misfire. Beyond the panning and massive studio meddling sits a dark and sometimes fun comedy that was never given a fair chance.
“Angrier, deadlier, sexier” says the tagline for American Psycho 2, but this lambasted sequel is far less lurid than its poster suggests. Before the present-day plot begins, the protagonist’s younger self is first seen in the past; Rachel Newman is brought along on her babysitter’s date with the homicidal Patrick Bateman (obviously not played by Christian Bale). As her babysitter bleeds out, Rachel takes an icepick to the unsuspecting Bateman. She then leaves the crime scene, never telling anyone where she was or what she did that day.
Later in college, Rachel (Mila Kunis) is put on the fast track to working for the FBI. All that stands in Rachel’s way are three other students in her behavioral studies program. But if Rachel can become her FBI-agent-turned-professor’s new TA, she’s practically guaranteed an acceptance to Quantico. Therein lies the main character’s problem; believing she can do good in the future, Rachel does bad things right now to achieve her dream. Her plan to win involves not only a murder spree all across campus, but also mind games that trap both Professor Starkman (William Shatner) and a distrustful campus counselor (Geraint Wyn Davies).
American Psycho was an aggressive and innovative satire about avarice and capitalism in the ‘80s. It blends cutting and insightful humor with shocking violence. Director Mary Harron punched up as well as reclaimed the scandalous source material, making sure her adaptation had its own identity. Once a misunderstood movie, critics have, by and large, come around to see American Psycho in a new light. Meanwhile, American Psycho 2 doesn’t concern grander themes about the state of society. This is no time capsule of a specific social or economic period, either. No, the sequel is straightforward and devoid of profound commentary.
Realizing American Psycho 2 was screwed over by studio tampering should afford it some mercy. After all, the studio ruined the movie’s chance for individuality by forcing a connection to something well-regarded and far more unique. There was no way this once unrelated story could measure up, even with retrofitting; the choice to sequelize was sprung on the cast and crew during production. With the initial shock out of the way, though, perhaps everyone can finally reassess the sequel. That tall order requires mentally excising the Bateman bits sprinkled throughout, and finding the remains of The Girl Who Wouldn’t Die.
Rachel is no Patrick Bateman. Christian Bale delivered an intense and full-bodied performance that many people still consider a career best for the actor. Bale had plain inspiration and drive for the role, whereas Mila Kunis was stuck in an unfortunate situation out of her control. The movie she signed up for had been twisted into something else, so her tepid performance could be a reflection of the behind-the-scenes changes. Regardless, Kunis has her moments here and there; she charms her way through an imperfect script, and, at times, even genuinely comes across as creepy.
American Psycho 2 doesn’t possess a novel story; it plays somewhat like a younger version of Cindy Sherman’s black-as-coal comedy and workplace slasher, Office Killer. What the sequel lacks in originality, though, it makes up for in occasional wry humor and visual gags. From Rachel strangling Robin Dunne’s entitled character with a condom — topped off with the oft quoted “ribbed for her pleasure” one-liner — to the amusing mental face-offs between the villain and her older male adversaries, the script is quite funny when it wants to be. Of course it has nothing on Bateman’s notorious, ax-wielding monologue about Huey Lewis, but few things in life are as effective.
American Psycho 2 isn’t exempt from the usual problems associated with DTV sequels. It feels and looks cheap, the acting is mostly unremarkable, there’s no distinct visual style to speak of, and the music soundtrack is too on the nose. The movie was shot in twenty days, so these shortcomings aren’t all that surprising. Would everything have turned out differently if the creatives had been allowed to make The Girl Who Wouldn’t Die? Maybe, but unless a Bateman-free director’s cut surfaces, no one will ever know.
As a continuation, American Psycho 2 fails to live up to its beloved predecessor; that was inevitable as soon as some higher-up made a foolish decision. But as a campy and quirky “good for her” comedy with a slasher element? That is something this disparaged sequel has going for itself.

Police officers stand guard near the scene of a deadly shooting on Sunday in Monterey Park, Calif. 10 people were killed and 10 more were injured at a dance studio near a Lunar New Year celebration on Saturday night.
A mass shooting over the weekend at a dance studio in Monterey Park, a city east of Los Angeles, killed 10 people and left 10 others injured.
After an hours-long manhunt, the suspect was found dead from a self-inflicted gunshot wound in Torrance, about 30 miles southwest of Monterey Park, officials said. The suspect has been identified as Huu Can Tran, a 72-year-old man.
The late Saturday evening attack took place in a predominantly Asian American community on Lunar New Year's eve, after a popular festival in the area. Officials have not yet identified the victims.
A motive for the shooting is not known. The FBI and state authorities are also involved in the investigation.

At around 10:22 p.m. local time on Saturday, a gunman opened fire inside of Star Dance Studio, Chinese-owned ballroom dance studio on West Garvey Avenue, less than a block from where a Lunar New Year festival was held. The first day of the two-day festival had just ended. The event, which officials said drew more than 100,000 attendees, was canceled after the shooting.
About a half hour after the attack, the same armed man went into another ballroom studio, Lai Lai Ballroom and Studio, in nearby Alhambra, a few miles away.
The suspect went to the second location with the "intent to kill more people," Los Angeles County Sheriff Robert Luna said, but two people successfully disarmed the suspect by wresting the weapon out of his hands.
The suspect was using what local authorities said was a magazine-fed assault-style pistol, of which Luna said he was unsure of its legal status in the state.
On Sunday at about 10:20 a.m., police saw a white cargo van in Torrance, Calif. The driver of the van pulled over and police surrounded it, then heard a single gunshot. Authorities retreated and returned at about 12:52 p.m. with backup, to find Tran inside, dead from a self-inflicted gunshot wound.
Of the 10 people pronounced dead at the scene, five were women and five were men, officials said. The wounded victims were rushed to local hospitals, in conditions ranging from stable to critical. The victims are in their 50s and above.

Monterey Park's population is more than 65% Asian, according to the latest figures from the U.S. Census Bureau.
The city of nearly 60,000 residents had just wrapped up the first day of its Lunar New Year Festival when the shooting occurred.
Lunar New Year, which began Sunday, is one of the most important festivals across Asian societies, including in Vietnam, China, Korea and Mongolia. The holiday historically starts on the first full moon of the lunar year, but its start date and origins may vary across cultures.
Monterey Park council member Thomas Wong, who represents the district where the shooting took place, said his community was shocked, saddened and "on edge."
"Instead of celebrating and bringing family together to look forward to a hopeful and prosperous new year, we're starting it off with a senseless tragedy," Wong told NPR.

Monterey Park Mayor Henry Lo expressed his condolences for the shooting victims and their families at a press conference, and said, "Moving forward, it is important that we be there for them, to provide services and support they need, in what will be a time of healing in the next weeks, months, if not years."
Monterey Park has established a memorial at city hall and a survivor's center at a local senior center.
President Biden has been briefed on the shooting.
"Jill and I are praying for those killed and injured in last night's deadly mass shooting in Monterey Park. I'm monitoring this situation closely as it develops, and urge the community to follow guidance from local officials and law enforcement in the hours ahead," Biden said in a statement on Sunday.
California Gov. Gavin Newsom was in Monterey Park following the shooting.
"The strength of this community is incredible," he said. "No other country in the world is terrorized by this constant stream of gun violence. We need real gun reform at a national level.
Police departments in San Francisco, New York City, Philadelphia and Houston said they would be increasing the presence of officers at Lunar New Year events following the mass shooting.
The shooting in Monterey Park comes amid an already violent year for the U.S.
The country has seen at least 33 mass shootings in 2023 alone, according to data compiled by the Gun Violence Archive.
The archive defines a mass shooting as one in which at least four people are injured or killed, other than the shooter.

President Biden has selected Jeff Zients as his next chief of staff, choosing his former COVID-19 response coordinator to take over from Ron Klain, who is preparing to leave the White House sometime after the State of Union address on Feb. 7.
The transition comes after two years where the administration notched some significant legislative wins, but ahead of two years of looming investigations from Congress and a special counsel.
The news of the shift came on a weekend rocked by the extraordinary revelation that the FBI had spent more than 12 hours going through Biden's personal belongings in his Wilmington, Del. home, finding more classified documents.
A special counsel probe into the classified documents found in Biden's personal files — some from his years as vice president, others dating back to his time as a senator — is one of the immediate challenges that will face the White House as Zients takes over.
The White House has been criticized for its uneven public disclosure in the matter, even as Biden has been defiant that he has "no regrets" about how the issue has been handled.
Zients will manage the White House as Biden weighs whether to make good on his intention to seek a second term in office, and as the White House prepares to face a series of congressional investigations on issues ranging from the business dealings and personal problems of Biden's son Hunter, to the migrant crisis at the southern U.S. border.

Biden's pick of Zients, first reported by The Washington Post, was confirmed by two sources familiar with the decision who spoke on condition of anonymity because the White House has not yet commented on the upcoming departure of Klain. The exact date for the transition is not clear.
Zients, an early hire on Biden's transition team, developed the strategy unveiled on Inauguration Day to get Americans vaccinated for COVID-19. He led the response until April 2022, and has close ties to Biden's other top advisers and cabinet members.
A management consultant before he entered public service during the Obama administration, Zients was the acting head of the Office Management and Budget when he was pulled in to the push to fix the healthcare.gov website in 2013.
Zients told author Chris Whipple for his new book The Fight of His Life: Inside Joe Biden's White House that being able to deliver on plans is key. "A lot of time, energy and creativity go into making policy, whether that's legislation or executive action," Zients said in the book. "But sometimes in government, not enough time and energy and creativity go into execution."

Zients will be charged with making sure the White House implements several sprawling pieces of legislation — the pieces of Biden's agenda that Klain, a powerful, behind-the-scenes manager, helped usher through Congress.
Klain worked closely with Democrats to get sweeping spending bills for COVID aid, infrastructure, semiconductor manufacturing and climate incentives through Congress — and helped the party defy the odds and maintain control of the Senate in the midterm elections.
His victories came despite the president's own stubbornly low approval ratings. Klain's leadership was sometimes second-guessed, particularly after the tumultuous withdrawal from Afghanistan, and amid persistently high inflation.
Author Chris Whipple, who spoke with Klain for his new book, and has studied White House chiefs of staff, said Klain stands out as one of the most successful chiefs in recent history.
"His greatest asset is his relationship with Joe Biden," said Whipple. "You have to be able to work closely with the president. You have to be able to manage him. You can't really be too close to him. You can't be a friend because you have to be able to tell him what he doesn't want to hear in a decisive moment. And that's a very fine balancing act. And I think Ron Klain has been able to do it."
Klain felt vindicated by the election results, Whipple said, describing an email he received from the chief of staff at 1:16 a.m. after it was clear Democrats did far better than expected. "Maybe we don't suck as much as people thought," Klain said in that email.

The job of chief of staff is all-consuming. "There's a reason why the average tenure of a White House chief is 18 months," Whipple said.
In October 2021, a low point in Biden's presidency when it seemed that his push for his 'Build Back Better' agenda had failed, Klain wanted to quit, Whipple said. Biden was on his way to the UN climate summit in Glasgow, empty-handed, when Whipple visited Klain at the White House.
"Ron said to me at that point that he was exhausted and he was thinking about leaving," Whipple said. "That's how relentless and grueling and exhausting that job can be."
But Klain's wife Monica Medina — a high-ranking State Department official who works on climate and environment portfolios — convinced him to stay on, Whipple said. He said Klain concluded he needed to see Biden through the midterms.

Klain is a prolific user of Twitter, describing the platform as his "hobby." David Cohen, a political scientist at the University of Akron who studies chiefs of staff, said Klain uses Twitter to defend and promote his boss.
"One of the roles of a chief of staff, is to essentially catch the javelins that are thrown the president's way," said Cohen. "And that's one thing that Ron Klain uses Twitter for."
Klain is widely respected in Democratic circles, but often reviled on the right, with some Republicans referring to him as "Prime Minister Klain" — suggesting he was the unelected powerful puppet master pulling the strings behind Biden.
He was also known to run a tight ship with limited leaks. He was more prepared for the job than most, having worked under nine former chiefs of staff, and having served as the chief of staff to two vice presidents: Al Gore from 1995-1999 and Biden himself from 2009-2011.
He had worked for Biden on and off for decades, starting his political career as an intern in Biden's Senate office.
Zients, who has strong relationships in the business community, does not tweet. During his time as the COVID response coordinator, he presided over heavily scripted updates on Zoom to outline how the administration was making progress on its vaccination goals.
Zients has close ties to Biden and his inner circle, but is viewed as someone who will leave the political part of the job to other long-time Biden advisers — including Klain, who is expected to remain involved from outside the White House.

At least 10 people were killed and 10 others were wounded in a shooting Saturday evening in a city east of Los Angeles, the Los Angeles County Sheriff's Department said.
The gunfire was reported around 10:22 p.m. local time inside a Chinese-owned ballroom dance studio on West Garvey Avenue in Monterey Park.
Local police arrived to find "individuals pouring out of the location," LA County Sheriff's Department's Captain Andrew Meyer said in a news conference on Sunday early morning.
At least 10 people were taken to area hospitals with conditions ranging from stable to critical.
Local authorities are looking for a man who fled after the shooting. Police are also investigating a possible second scene in Alhambra, about two miles north of Monterey Park.
Meyer did not give further details about the shooter or possible motive. He added that it was unclear whether the shooting was a targeted hate crime.
The FBI and state authorities are also involved in the investigation.
Over 59,000 people live in Monterey Park, 65 percent of whom identify as Asian, according to the Census Bureau.
The attack occurred at the end of the first day of a two-day street festival to celebrate Lunar New Year. The event, which began on the eve of Lunar New Year, is one of the largest free street fairs in Southern California, typically drawing crowds of over 100,000 visitors and over a hundred food vendors, performances and merchants.
Monterey Park Police said the festival has been canceled because of the shooting.

Monterey Park, with a population of around 60,000 people, is around 65 percent Asian American and 27 percent Hispanic or Latino, according to government data. The city, which lies about seven miles east of downtown Los Angeles, was the first in the continental United States to have a majority of residents with Asian ancestry, as communities of immigrants from Taiwan, mainland China, Japan and Vietnam settled there.
According to local businesses, the area is typically quiet, with very little violence or commotion. There have been no previous cases of “murder and non-negligent manslaughter,” according to F.B.I. records.
President Biden has been briefed on the shooting by the U.S. homeland security adviser, Karine Jean-Pierre, the White House spokeswoman, said on Twitter.

The shooting happened at a ballroom dance venue, Captain Meyer said. “When officers arrived on the scene, they observed numerous individuals, patrons of the location, pouring out of the location, screaming,” he said.
Capt. Meyer said the authorities were investigating whether the shooting was racially motivated. “We will look at every angle as far as whether it was a hate crime or not,” he said.

“When officers arrived at the location, they observed numerous victims and patrons in the parking lot of the business. Additional officers made entry into the business and located numerous gunshot victims,” law enforcement officials said.
President Biden is aware of the mass killing in Monterey Park, Calif., and has been briefed by homeland security adviser Elizabeth Sherwood-Randall, the White House said Sunday.
Biden directed Sherwood-Randall “to make sure that the FBI is providing full support to local authorities, and to update him regularly today as more details are known,” White House press secretary Karine Jean-Pierre said in a tweet.
As news reports emerged of the mass killing in Monterey Park, Calif., local officials reacted with horror and extended offers of help and support.
“I am in a state of shock, heartbreak and devastation,” wrote Sasha Renée Pérez, mayor of nearby Alhambra, which is separated from Monterey Park by the El Monte Busway and sent law enforcement officials to assist in the shooting response. “Our thoughts and prayers are with the victims and their loved ones. Our community stands ready to do whatever we can to support all those impacted,” she added.
Law enforcement officials say they saw screaming people running to escape when they arrived at the scene of the shooting in Monterey Park, Calif., on Saturday night.
