Somali Police Commanders Trained to Effectively Secure Elections

Other training opportunities are likely to follow, and one of them is operating room management.

MOGADISHU, Somalia, November 26, 2021 / APO Group / – A three-day training for the main commanders of the Somalia Police Force (SPF), charged with managing the electoral security operations centers known as Joint Operations Centers (JOC) in various parts of the country, during the ongoing elections in Somalia, it ended with a call for lessons learned to be implemented.

Facilitated by the police component of the African Union Mission in Somalia (AMISOM), the training, which took place in Mogadishu, was attended by senior SPF officials from the federal member states of Puntland, the Southwest, Galmudug, HirShabelle and Jubaland, the Banadir Region and Somaliland.

The objective of the training was to equip participants with the necessary knowledge to effectively manage the centers by conducting joint analyzes, joint integrated planning, operational coordination and joint performance evaluation, in order to ensure the electoral process.

At the closing ceremony, AMISOM Police Election Security Advisor, Deputy Police Commissioner (ACP) Anthony Placid, urged participants to share their knowledge with their colleagues.

“We have given you the training; You are expected to pass this knowledge on to others at your various Joint Operations Centers. Other training opportunities are likely to emerge, and one of them is operating room management, ”said ACP Placid.

He said that with the knowledge gained from the training, participants will be able to collect and share intelligence while fulfilling their duties to secure elections.

“With this knowledge that has been imparted to them, it is expected that they will return to their various Joint Operations Centers and put them into operation by putting into practice all the ideas and knowledge acquired so that the current elections are driven by intelligence,” ACP Placid said. .

Participants had interactive discussions on various topics, including the Joint Operations Center concept of operations; Command, Control, Communication and Computers; Reading and interpretation of maps; Intelligence gathering and information exchange; and tactical radiocommunication, among others.

Colonel Ahmed Sugulle, a participant, said the training was informative and increased his knowledge on issues related to electoral security.

“We have learned valuable lessons to ensure the ongoing elections, thanks to the AMISOM Police for facilitating them. We are now ready to secure the elections that are taking place across the country, and I congratulate the Somalia Police Force for the good job they are doing to secure the elections so far, ”said Colonel Sugulle.

The training was also supported by United Nations Peacebuilding, United Nations Development Program, United Nations Support Team, United Nations Assistance Mission in Somalia (UNSOM) and the Integrated Electoral Support Group (IESG).

Somalia has just concluded the elections for the Upper House, paving the way for the beginning of the elections for the Lower House, which will culminate in the election of the President.

The Somalia Police Force is tasked with securing the elections, with the AMISOM Police playing a supporting role.
