ROCHESTER, Minn. – The Rochester Police Department (RPD) has concluded its investigation concerning a woman who repeatedly used a racial slur against a child in a park. On Monday, the police announced they have submitted their findings to the Rochester City Attorney’s Office for further review and potential charges.

The incident arose on April 28 at Soldier’s Field Park when video footage surfaced online showing the woman directing a racial slur at a five-year-old boy. The video quickly went viral, prompting public outcry and calls for accountability.

Sharmake Omar, the individual who recorded the video, stated that he knows the child and has been in contact with the family. In the footage, he confronts the woman, identified as Shiloh Hendrix, who initially admits to her actions while holding her own child. In a further escalation, she repeats the racial slur directed at Omar himself.

Amanda Grayson, public information officer for the RPD, emphasized the seriousness of the allegations. “RPD takes all reports and allegations seriously and must thoroughly gather information to ensure due process,” she said. Grayson noted that the incident has raised significant community concerns and thanked residents for their patience as the investigation progressed.

The NAACP‘s Rochester chapter has urged for a full investigation and appropriate charges, stating that the behavior exhibited was not merely offensive but constituted a “verbal attack against a child.” They called for the matter to be treated with the gravity it deserves.

The Rochester City Attorney’s Office acknowledges the community’s concerns and has reiterated that a decision on whether to file charges will be made after a thorough review. They are also prepared to consult with the Olmsted County Attorney’s Office if the situation requires broader jurisdictional review.

“At this time, it would be premature to estimate when a final decision will be made,” the City Attorney’s Office stated. “We ask for the community’s patience as the legal review continues.” The investigation’s results remain confidential until a charging decision is reached.

This incident has not only sparked outrage but also a fundraising response from Hendrix, claiming she is in a dire situation after the video’s release. Many have criticized the platform on which she is raising funds, with observers noting the troubling nature of the messages accompanying donations.

The City of Rochester has publicly reaffirmed its commitment to maintaining inclusive and safe public spaces for all. “We are aware of the deeply disturbing video recorded at one of our City parks and are taking this matter seriously,” city officials said, emphasizing the importance of an inclusive community. “RPD is actively looking into the matter.”
