1 A three-month training of policy analysts from the offices of the Leader of the Opposition and the Leader of Government Affairs in Parliament has come to an end, with officers called on to remain impartial and professional.
2 Whip Governor Hon. Hamson Obua said at the graduation ceremony on Tuesday, September 20, 2022 in the Members’ Hall that the institution expects officers to offer their best services with integrity.
3 “Your job is to investigate and when you investigate keep in mind that Uganda is the only country we have; your research must add value; your exposure to policy development will allow you to make a significant contribution,” he said.
4 Honorable Obua also advised the apprentices to “exercise their mandate with due diligence and precision.”
5 The Leader of the Opposition in Parliament, Hon. Mathias Mpuuga, in a message read by the Shadow Minister of Finance, the Hon. Muhammad Muwanga Kivumbi said that the training is useful and will improve the quality of legislation in Parliament.
6 “I want to imagine that this must have been a long, exhausting and not always fun trip, but fruitful and rewarding; our members will be able to introduce evidence-based legislation to improve the quality of our parliamentarians,” he said.
7 He added: “It is your responsibility to be the guardian of the quality of the results in Parliament.”
8 Secretary of Parliament Adolf Mwesige Kasaija, whose message was delivered by Deputy Secretary for Corporate Affairs Henry Waiswa, praised H.E. Mpuuga and Bro. Obua for organizing the extensive training.
9 “In-house capacity building has proven to be cost-effective and has saved Parliament funds that would have been spent on training abroad; practical training is equally beneficial for other categories of officials in Parliament,” he said.
10 He asked officials to stay away from politics and stay in the professional line to achieve the goals of the institution.
11 Lead facilitator Karoli Ssemogerere said the training has improved officers’ ability to facilitate legislation.
12 “We’ve managed the course content to re-introduce our clients to all the skills that speak to good legislation,” she said.
