Ex-SGF Ahmed unveils book on public sector accounting, administration

 Alhaji Yayale Ahmed former Secretary to the Government of the Federation SGF and Head of Civil Service of the Federation HCSF on Tuesday unveiled a book on Public Sector Accounting and Administrative Practices in Nigeria in Abuja The Nigeria News Agency reports that the book presented in two volumes is written by Mr Goddey Daniel a scholar and retired Deputy Director Audit from Office of the Auditor General of the Federation Ahmed who chaired the occasion commended the author noting that the book is a timely intervention in ensuring transparency prudence and accountability in the nation s public sector He added that the book was a road map towards building the best tradition of globally recognised Public Service values of respect for rules and regulations integrity and cost effective approach to policies I hold the view that the book could not have been formally presented at a better time when successive governments have been making conscious efforts to reform the public service for effective service delivery There is no doubt that all the strategies and programmes of government depend on an effective bureaucracy for implementation as no government at all levels can rise beyond the capacity and efficiency of its public service The intellectual and academic contributions of the author in this book regarding the issues of accountability and transparency in government business will definitely improve the capacity of public servants What is also remarkable about the book is the author s creativity in making the difficult subject of public accounting simple practical readable and enjoyable This subject was only introduced into syllabus of Nigeria s tertiary institutions programmes and the professional bodies in 1999 The major thrusts of this publication therefore is to provide necessary insights into the emerging developments and best practices in public sector accounting It will refresh the knowledge of serving officers and as well introduce the newly engaged public servants to the intricacies of public sector governance and administrative services in Nigeria he said The book reviewer Prof Chinwuba Okafor a Professor of Accounting and Strategic Management said that the two book in one masterpiece has 41 pages with the first volume addressing Public Sector Accounting and the other on Administrative Practices in Nigeria The Public Sector Accounting is the normal public sector accounting that is driven by International Public Sector Standards IPSAS The Administrative Practices in Nigeria is like operations manual of government establishments on what should be done in the public service and how The beauty of the books is that the author treated all the International Public Sector Accounting Standards available to date he said The author of the book told NAN on the sideline that he decided to write the book as a ready tool for all stakeholders in the public sector especially financial experts I discovered that there is a gap in knowledge on this subject and that is worrisome because Public Sector Accounting is not an area anybody can just dabble into Public Servants members of the academia including students as well as media practioners will find this book very useful he said NAN also reports that civil servants members of the academia and top government functionaries from both states and federal levels were present at the public presentation at the NAF Conference Centre Representatives of the Federal Inland Revenue Service FIRS Chairman of Delta State Board of Internal Revenue Mr Monday Onyeme and Rep Solomon Ighrakpata Vice Chairman House Committee on Public Accounts were among dignitaries present at the event Edited By Remi Koleoso Muhammad Suleiman Tola

Ahmed, who chaired the occasion, commended the author, noting that the book is a timely intervention in ensuring transparency, prudence and accountability in the nation’s public sector.
