CSOs demand review of action plans for primary health care system development in Sokoto

A coalition of Civil Society Organisations (CSOs) in Sokoto State, has called for constant review of plan actions on the development of Primary Health Care (PHC) system in the state.

The coalition also called for more legislative and policy interventions, funding and community engagement toward improvement of PHC services for maximum impact.

This was contained  in a communique issued at the end of  Executive, Legislative and Media dialogue organised by Civil Society Legislative Advocacy Center (CISLAC) in Sokoto.

The participants agreed that existing community mistrust of various government’s commitments and interventions on health care services delayed efforts at achieving adequate, accessible and affordable PHC services in the state.

In the communiqué read by Auwal Musa, the participants urged stakeholders to proffer sincere and proactive suggestions on the existing conditions of PHCs for prompt and holistic intervention.

They called for increased advocacy to the state government by civil society groups and the media, for adequate and sustained policy intervention in the provision of functional facilities and services across PHCs.

The participants appealed for increased synergy and constructive working relationship among executive, legislature, CSOs and the media for open door deliberation and dialogue on PHC revitalisation.

The participants called for full implementation of autonomous powers to local government authorities in order to enhance their financial capacity to bridge funding gaps for PHC services.

They canvassed for called for timely passage of Appropriation law and releases to facilitate sufficient use of funds and appropriate accountability in the revitalisation of PHC system in the state.

According to the participants, holistic assessment of existence, functionality and availability of services across PHC facilities in the state will improve services.

The coalition encouraged private sector investment in the PHC service delivery to complement existing efforts of the state government.

” The State House of Assembly should be committed to eliminating  sentiment in human resource for health recruitment as well as considering review of existing Laws for efficient PHC operationalisation.

” State house of assembly should also strengthen oversight activities on PHCs to ensure functionality and efficiency, ” the communiqué said.

The participants advised CSOs to conduct massive community sensitisation and awareness on the minimum standard and governance structure for PHC system, to facilitate well-informed demand creation and ownership.

CSOs should conduct budget monitoring and intensify advocacy for sustained policy implementation to make PHC services accessible and affordable, the communique said.

The stakeholders urged the State Primary Health Care Development Agency (SPHCDA) to review strategic operational plans of the state to effectively capture existing PHC needs and priorities.

” SPHCDA shall prioritise as a matter of urgency,  appropriate human resource, messages, data collection and utilisation, commodities and services at PHC levels to address peoples’ concerns.

” SPHCDA to intensify focus on health research, monitoring and evaluation and capacity building of human resource to enable it organise constant review meeting that will comprise relevant stakeholders for improved PHC service provision and delivery ” the group suggested.

The participants enjoined media practitioners to set agenda on issues affecting PHC service provision, delivery and accessibility, and also identify appropriate audience for specific messages on PHC for impactful awareness at all levels.

The Nigeria News Agency reports that participants included lawmakers,  government officials, health workers and journalists besides CSOs representatives.

The participants had visited Kofar Kade PHC centre in Sokoto metropolis and obtained direct information on activities, staff strength, equipment, source of power and water supply.
