Under the theme “Solidarity for Harmonized Security”, the meeting brought together defense ministers from ASEAN and its dialogue partners, including Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States.
Addressing the opening ceremony, Cambodian Prime Minister Samdech Techo Hun Sen said the meeting took place against the backdrop of increasing uncertainty, rapid change, complexity and volatility in the global security and economic environment.
He said that rising geopolitical rivalries and tensions, the ongoing fight against the COVID-19 pandemic, the food and energy crisis, the global economic downturn and war have formed a “perfect storm.”
“Obviously, the world is at a critical juncture, as multiple complex crises pose unprecedented threats to the very foundations of peace, stability and progress in many countries around the world,” Hun Sen said. “In fact, the decline of multilateralism hurts us all.”
The Cambodian leader said that ADMM-Plus played an increasingly critical role in promoting mutual understanding through candid exchange of views based on mutual respect, practical collaboration and capacity building.
“Promoting mutual respect, mutual understanding, mutual trust and mutual interest in peace and prosperity is essential,” he said.
“As a small state, Cambodia firmly and consistently upholds open and inclusive multilateralism, strengthens ASEAN-led mechanisms or ASEAN-driven regional order, and adheres to international law, particularly the United Nations Charter,” he added. .
Hun Sen said that interconnectedness, interdependence and cooperative security have been the cornerstone of peace and stability in the Asia-Pacific.
Cambodian Defense Minister Tea Banh said the 9th ADMM-Plus was crucial in discussing solutions to potential security challenges posing threats to regional and global peace and development.
“It is necessary to find timely and effective solutions to those challenges in order to guarantee peace, stability and prosperity in the region,” he told the event.
