Acting Secretary to Parliament makes it to executive committee of world body of Parliamentary Secretaries

The Association of Secretaries General of Parliaments, a body of the world body of parliaments, the Inter-Parliamentary Union (IPU), has elected the Acting Secretary of the Parliament of the Republic of South Africa, Penelope Baby Tyawa, as a member of its 9-member Executive Committee .

The Association has met on the sidelines of the 143rd Assembly of the Inter-Parliamentary Union in Madrid, Spain, where the Parliament of South Africa is represented by a 6-member multi-party delegation headed by the President of the National Assembly, Ms. Nosiviwe Mapisa-Nqakula.

The ASGP was founded in 1939 as a consultative body of the Inter-Parliamentary Union and seeks to facilitate personal contact between the holders of the position of Secretary General in any Parliamentary Assembly, whether said Assembly is a Member of the Union or not.

Its task is to study the law, procedure, practice and working methods of the different Parliaments and propose measures to improve those methods and ensure cooperation between the services of the different Parliaments. The Association also assists the Inter-Parliamentary Union, when requested, on issues within the scope of the Association.

Ms. Tyawa, who joined Parliament seven years ago, is a registered professional psychologist with extensive experience in the public sector, including the areas of research, policy and public communications.

In her acceptance speech after her election this afternoon, Ms Tyawa said at the ASGP meeting that she was pleased to be on the Executive of such a crucial body of heads of administration in world parliaments, and committed to working with other members. executives to assist legislative bodies. to fulfill their obligations to their nations.

“I am pleased to be at the Exco and I first want to thank President Phillip, and his advocacy of the ASGP during the years that I have been able to attend and participate. I have taken the opportunity to learn, share and hear various experiences from the other SGs, and over time I have enriched myself with this experience. “

Ms. Tyawa has been participating in the affairs of the ASGP and its biannual meetings since her appointment as Acting Secretary of Parliament. He has made a wide range of presentations to the agency and has served on the advisory council of the IPU and the United Nations Development Program on public participation and research.

He has also championed the Southern Africa Region Innovation Hub program, which is currently housed in the Zambian Parliament, and focuses on technological innovations and digitization of our parliaments, under the auspices of the Parliament’s Innovation Center, a body of the IPU.

His election to the Executive Committee of ASGP is for a period of 5 years. She will serve alongside other executives from member parliaments from countries including the UK, France and Canada.
