FG don increase hazard allowance for NASU members for federal universities

Federal Government don approve increase for hazard allowance, responsibility allowance, and oda earned benefits wey members of Non-Academic Staff Union of Educational and Associated Institutions (NASU) for federal universities dey receive.

According to new package, lab, workshop, studio, clinical, and occupational hazard allowance for senior workers go increase by as much as ₦126,000 every year, while junior workers wey qualify go collect additional ₦63,000 per year.

New package go take effect from January 1, 2026, and dey retrospective. Approval dey inside circular wey National Salaries, Incomes and Wages Commission release on July 20, 2026, following agreement between Federal Government and NASU on June 29, 2026.

For employees on CONTISS levels six to 15, annual hazard allowance increase from ₦360,000 to ₦486,000, extra ₦126,000. But approved amount still lower pass union demand of ₦720,000 annually.

Government retain call duty, shift duty, and clinical hazard allowances according to existing circulars from National Salaries, Incomes and Wages Commission. For high-risk allowance, commission say payment go continue through Employee Compensation framework under Employees’ Compensation Act 2010 and circular of September 22, 2023, no be fixed annual payment. NASU don demand fixed high-risk allowance of ₦300,000 annually for all affected workers.

Government also approve increased responsibility allowances for senior non-teaching officials. Annual responsibility allowance for registrars and bursars increase from ₦750,000 (₦62,500 monthly) to ₦840,000 (₦70,000 monthly). Directors wey previously get no responsibility allowance go now dey receive ₦600,000 annually (₦50,000 monthly), wey match union demand.

Deputy registrars, deputy bursars, and deputy directors go receive newly introduced responsibility allowance of ₦480,000 annually (₦40,000 monthly). Union don request ₦600,000 annually (₦50,000 monthly) for officials for this category.

For heads of departments and units, responsibility allowance increase from ₦300,000 annually (₦25,000 monthly) to ₦360,000 annually (₦30,000 monthly). NASU don demand ₦600,000 annually (₦50,000 monthly). Heads of sections wey previously get no approved allowance go now receive ₦150,000 annually (₦12,500 monthly), but dey far below union demand of ₦900,000 annually (₦75,000 monthly).

Circular also review allowances for field trips, teaching practice, and industrial supervision. Workers on CONTISS levels one to five go collect ₦81,000 annually up from ₦60,000, while NASU request ₦120,000. For CONTISS levels six to 12, allowance increase from ₦80,000 to ₦108,000 annually against union demand of ₦160,000. Employees on levels 13 to 15 go receive ₦135,000 annually from ₦100,000, while NASU demand ₦200,000.

Students Work Experience Programme allowance also dey reviewed upward. Workers on CONTISS levels one to five go collect ₦81,000 annually from ₦60,000, union demand ₦120,000. For levels six to 12, allowance rise from ₦80,000 to ₦108,000 annually, union demand ₦160,000. For levels 13 to 15, previous allowance wey range from ₦60,000 to ₦100,000 harmonise at ₦135,000, union demand ₦200,000.

Government also introduce annual uniform and protective-wear allowances for laboratory, workshop, and studio personnel wey previously no get such benefit. Workers on CONTISS levels one to five, six to 12, and 13 to 15 go each receive ₦80,000 annually. NASU don propose annual payments of ₦240,000 for levels one to five, ₦300,000 for levels six to 12, and ₦360,000 for levels 13 to 15.

Circular say Provision Tools Allowance don dey absorbed into Consolidated Non-Teaching Tools Allowance. E also clarify say separate Project Supervision Allowance no go dey paid because project supervision already dey part of responsibilities of relevant non-teaching employees. Similarly, proposed Laboratory Students-to-Laboratory Staff Ratio Supplementation go dey handled under existing excess workload arrangements.

Commission direct say Excess Workload Allowance should dey phased out without delay. Under existing arrangement, officers on CONTISS levels nine to 15 dey receive ₦3,500 per hour subject to maximum of 52 hours annually. NASU don propose raising rate to ₦10,000 per hour, but government retain previous amount pending eventual discontinuation.

Latest review implement agreement wey Federal Government and NASU reach after months of negotiations over welfare and remuneration of non-teaching employees for federal universities. Union don argue say many earned allowances wey dem dey pay members based on 2009 agreement don become grossly inadequate because of inflation, naira depreciation, and rising cost of living.

Approval also come as Federal Government dey intensify efforts to maintain industrial harmony for public universities following implementation of new national minimum wage and continuing negotiations with university-based unions over salaries, allowances, and conditions of service. NASU and Senior Staff Association of Nigerian Universities don repeatedly embark on industrial action for recent years to demand improved remuneration, payment of outstanding earned allowances, and implementation of agreements wey dem reach with government. Unions don consistently maintain say non-teaching personnel remain indispensable to administration and effective operation of Nigeria public universities.
